What are electronic points/e-points
In 2015, a special formula was introduced in the Russian Federation for calculating the insurance part of a pension, based on e-points. An electronic score is a unit introduced to evaluate the work of a Russian citizen. The Pension Fund awards e-points depending on the amount of official salary and the amount of work experience.
To receive a payment, the following conditions must be met:
- collect enough pension e-points;
- reach retirement age;
- accumulate the required amount of work experience.
What are the correct names for points in the Pension Fund?
The Pension Fund annually evaluates the work of citizens using special points called the individual pension coefficient. The totality is determined by the abundance and volume of insurance premiums transferred by the employer for the entire period of work of an employed citizen.
The higher the employee’s salary, the more IPC he will earn.
IPC - points that form the amount of future pension payments. The cost of 1 point changes every year by the Government of the Russian Federation. When a citizen reaches retirement age, the coefficients that have been accumulated over all working years are added up. Then, according to a special scheme, the insurance part is calculated.
Other names for pension points
Citizens are often confused when they hear about points that affect their future pension.
The name of the points may vary in different sources:
- e-points;
- electronic;
- pension;
- pension coefficient.
All these concepts are equivalent and imply IPC. It is worth noting that IPC is accrued not only for classic work experience. If a citizen cannot work, having good reason and special circumstances, electronic ones still accumulate. Such periods of incapacity are called socially significant.
These include:
- 1.5 years of parental leave;
- the period when a citizen takes care of a disabled person (1 gr.);
- the period when a citizen is caring for a disabled child;
- length of military service;
- period of care for people over 80 years of age;
- period of absence from work for wives/husbands of military personnel, citizens and diplomats (up to 5 years).
How much is a pension sold for?
The minimum and maximum amounts of insurance contributions to the Pension Fund of the Russian Federation are established, which are paid by individuals who voluntarily entered into legal relations under compulsory pension insurance (OPI).
The minimum amount of insurance premiums from 2021 is determined according to new rules, which made it more profitable for Russians and allowed them to buy a pension cheaper. The minimum contribution value is now calculated as:
Minimum wage * insurance premium rate * 12.
Whereas back in 2021, the minimum wage multiplied by 2 was included in the calculations. As a result, the minimum value of contributions in 2021 was 59,211.36 rubles, and in 2021 – 29,779.2 rubles. The tariff for contributions was also revised: instead of 26%, it was 22%. Legislators agreed to such a reduction after realizing that no one was taking advantage of the offer to buy pension experience.
In 2021, the minimum contribution amount will be (12,130 * 22% * 12) = 32,023.2 rubles. or 2,668.6 rubles monthly.
Minimum contributions directly depend on the minimum wage: as the minimum wage increases, so do contributions.
The maximum amount of contributions is determined by eight times the minimum wage. For example, in 2021 - 236,845.44 rubles, in 2021 - 206,720 rubles.
Formation of experience: how it happens
Let's say a citizen decided to enter into legal relations with the Pension Fund voluntarily and decided to register as a voluntary payer of contributions. He registered in June and paid dues until the end of December. During this time, he accumulated 7 months of pension experience.
In order to “buy” a year of experience, you need to make a minimum contribution to the OPS. It is quite common that a person lacks a couple of months to receive a pension. But he still has to make the minimum payment to OPS for the year. You cannot pay less, but you can pay more.
But you can enter into legal relations with the Pension Fund under compulsory pension insurance in October: then the amount of contributions payable will be recalculated based on the incomplete period. For three months, the payer will have to pay 8,005.8 rubles (2,668.6 rubles for each month).
There is a legal restriction: it is not allowed to buy the entire pension experience. You can purchase no more than half of the required required experience. For example, in 2021 you can buy no more than 5.5 years.
Cost of one point
To understand how many points will be accumulated for contributions made to the Pension Fund, you must adhere to the following formula:
contribution amount * 16% / 22% / maximum contribution amount for pension formation * 10.
This formula requires some explanation:
- 22% is the rate of insurance contributions to the Pension Fund that is currently in effect in the Russian Federation;
- 16% is the individual part of the tariff of insurance contributions for pension insurance (this value is defined as 22% - 6% going to finance a fixed additional payment to the insurance pension);
- the maximum amount of contributions to the Pension Fund, which is sent at an individual rate in 2021, is 206,720 rubles. (calculation is carried out as follows: 1,292,000 – the maximum base for calculating pension contributions * 16%);
- the maximum number of pension points is 10. This is exactly how many points can be generated in a year with maximum payments from the employer (more precisely, 9.57 points for the period of the transition period in 2021, from 2021 - you can earn 10 points).
For example, a citizen contributed an amount of 50,000 rubles for 2021. His point accumulations were:
50,000 * 16% / 22% / 206,720 * 9.57 = 1.68 points.
The cost of 1 coefficient in 2021 will be 29,761.9 rubles. For this amount, the pensioner will receive 93 rubles. per month or 1116 rub. in year.

Is there an alternative to purchasing?
Points are not always required to be purchased. Sometimes they can be obtained, for example, while on leave to care for an elderly person over 80 years old - 1.8 points; while on parental leave to care for a child up to 1.5 years old – 1.8; with a second child – 3.6; with the third – 5.4; when serving in the army - 1.8; if you marry a military man and go to a military town where there is no work - 1.8; when registering on the stock exchange and receiving unemployment benefits – 1.8.
Thus, a mother with many children can count on 16.2 points for being on maternity leave. Taking into account the cost of these points, you would need to pay 500 thousand rubles for them.
Who will retire in 2021
The principle of calculating the pension coefficient
Every year, the Pension Fund awards a citizen a certain number of electronic points, which are directly proportional to his current length of service and salary.
When it’s time for the employee to retire, the Pension Fund will sum up all the accumulated funds and multiply them by a special coefficient. The size of the coefficient changes absolutely every year. It is established by the Government of the Russian Federation and depends on price indexation.

The total number of IPCs can be increased if you come to collect your pension later than the moment when the citizen has reached retirement age. In case of deferred application, the future pensioner will be annually accrued additional coefficients to the existing ones. If a citizen comes for payments, for example, after 5-6 years, then the payment due to him and the IPC will increase by more than a third.
How points are used to calculate pensions
In order for a citizen to receive his insurance portion of payments, he must work continuously for at least 9 years and accumulate at least 13.8 IPC. According to Federal Law No. 400, paragraph 3, article 35, by 2024 the minimum level will increase to 30, but the cost of the pension point will no longer matter.
Future pensioners with work experience before 2015 retained their pension rights by converting their length of service into electronic coefficients. From 2021, working pensioners will receive an increased pension. The adjustment to the pension amount depends on how much the citizen worked officially after reaching retirement age. The maximum possible pension supplement is 3 points.
The law limits the number of IPCs that will be taken into account per year of work.
In 2021, the limit is 8.7. Even if a citizen’s salary, translated into coefficients, is, for example, 10 points for the entire year, only 8.7 of them will be taken into account. From 2021, it is planned to increase the limit on the number of points that can be earned within one year to 10.

Several pension reforms have taken place over the past decades. Insurance and savings contributions were legalized. But the most radical innovation is pension points. The idea is simple and clear. The longer the period of employment, the more points a person earns.

Three years ago, as a result of the fight against gray wages, the requirements became more stringent. The PC was changed to IPC (individual pension coefficient). Since 2015, the pension amount has been calculated using a points algorithm. There are conditions for granting a pension:
- Required number of points scored;
- The citizen has reached the established age;
- A certain amount of accumulated insurance experience.
If any link in this chain drops out, the pension is not awarded. Or a social pension is issued in the minimum amount five years later.
How do points affect your pension?
More points, higher pension! It is under this slogan that the latest pension reform is being carried out. The later you apply for an appointment, the higher the number of points. The salary that a citizen received while working plays a paramount role. This is the income from which the employer made contributions. All contributions are taken into account in the information of the Pension Fund.
Accrual
Certain points are calculated for each year. The salary is multiplied by the percentage of contributions to the Pension Fund. Accrual occurs according to employers' pension reports. No points are awarded for a gray salary. That is why it is important to get a job officially, in accordance with labor laws.
The calculation is made based on two indicators:
- The highest salary established at the federal level for the transfer of insurance premiums;
- The cost of a pension point with indexation.
Big problems begin for pensioners who worked in the 90s. Information about the organization has not been preserved, no deductions were made. This period of work is included in the length of service if there is an entry in the work book.
But if the employee does not have an evidence base, the state, under this legislation, has the right not to take into account the amount of earnings at that time. This category can in the future only qualify for the minimum pension.
Number of pension points: what does it mean?
Russians' pensions were assessed and converted into points. This is the main unit of payment measurement. An indicator according to which the period of a person’s annual work activity is assessed, taking into account the contributions transferred by the employer. The scores from each year are added together.
The total pension coefficient is found and multiplied by the value of the point.
What does it depend on
The calculation of pension points depends on the transferred contributions to the Pension Fund, based on the employee’s salary throughout his entire career and the average salary in Russia. Not all income is charged the same interest.
Maximum and minimum number of points for pension
There are lower and upper limits. The maximum annual score in 2021 is 9.57. If the average value is higher, the pension is calculated according to the limit, based on the figure of 9.57.
To qualify for a pension, the total score for all confirmed periods of work in the current year is at least 18.6. If a smaller number is recruited, citizens are denied a pension.
How to count
Now the maximum annual salary in the country is 1,021,000 rubles. To calculate points, you need to multiply the average monthly salary by 12 months and divide by the national salary.

- 240,000: 1,021,000 x 10 = 2.35 points are credited to the employee for the annual period.

Pension point cost
The cost is determined by the Decree of the Government of the Russian Federation. Further calculations are made by responsible employees of the Pension Fund. At the same time, it is important that the Russian works officially, and that the enterprise regularly transfers money to the Pension Fund
And here is the calculation formula:
IPC=SV/NSV*10
You are already familiar with the wording of the IPC - these are pension points. SV – the total amount of insurance contributions that the employer transferred to the Pension Fund for the year. NSV – standard for insurance premium (calculated for each year and does not depend on the employee’s salary).
The value of the SV is calculated based on the size of the salary. If an employee receives 300 thousand in a year, then insurance premiums will be calculated from this figure in two ways.
- Provided that the employee does not participate in the non-state pension fund. That is, the employer deducts 16% of the salary. In this case, the figure is: 300,000 * 0.16 = 48,000 rubles.
- If a citizen at one time transferred part of his salary to a funded pension in a non-state pension fund. Then only 10% of the salary was transferred to the pension fund: 300,000 * 0.1 = 30,000 rubles.
The NSV indicator is determined every year at the legislative level together with the country's tax authorities. Here is the data contained for the period 2017-2019.
- 2017 – 876,000 rubles.
- 2018 – 1,021,000 rubles.
- 2019 – 1,150,000 rubles.
Let's consider calculating the annual increase in IP using the same example, with an annual income of 300,000 rubles.
IPC = 300,000 * 0.16 / (876,000 * 0.16) * 10 = 3.42 points will be received by the employee for the year if he contributed 16% of his salary to the Pension Fund.
IPC=300000*0.1/(876000*0.16)*10=2.14 points, with 10% deductions to the Pension Fund and 6% to the Non-State Pension Fund.
The calculation was made for 2021. In subsequent years the figure will be higher. There are no data for 2021 yet. Perhaps officials will issue a new resolution on the value of the NSV in December 2021.
If the official annual income of a citizen is equal to or higher than the NSV in a certain year, then restrictions are imposed on the IPC that do not allow the maximum annual figure to be exceeded. Data on the maximum value of this coefficient are given in the table below.

It turns out strange. Parliamentarians who, when introducing the point system, promised an increase in old-age payments with large contributions to the Pension Fund, deliberately limited the maximum figure. As can be seen from the table, in 2021 the IPC is 9.57, and in 2021 it will reach a maximum of 10 points, and will remain the same in the future.
Here's another inconsistency. As can be seen from the third column, the maximum IPC coefficient for Russians, whose savings are partially transferred to NPFs for the funded part, has been reduced.
