If you do not belong to any of the list of grounds, then the procedure for your actions is as follows: 1. Register for migration, if you have just arrived in the Russian Federation, within 7 days. There is no basis “By marriage” in a residence permit. So if you have a spouse who is a citizen of the Russian Federation, then you still need to first apply for a temporary residence permit, and only after that apply for a residence permit.
