The PRAVO LEG migration center provides services for registration of temporary residence permits, including for foreigners married to Russians.
The center has existed for more than 20 years. The center’s specialists have helped more than 5,000 foreign citizens legally obtain temporary residence permits. Please note: the migration center does not offer services for concluding fictitious marriages. Services are provided only if the foreigner has an official marriage with a Russian man (Russian woman).
In 2021, the number of foreigners wishing to legalize their presence in the Russian Federation is steadily growing, especially among those who arrived in Russia following their spouses or have been living and officially working in the Russian Federation for a long time.
What is a temporary residence permit? A temporary residence permit is an official document that gives a foreigner the right to stay and work legally for three years without obtaining a work patent in the region that issued the specified permit.
Please note: temporary residence permits cannot be extended. Upon completion, you must either obtain it again or request a residence permit.
Center services: temporary residence permit for marriage
The Migration Center provides the following services for obtaining a temporary residence permit.
- Consultation with a lawyer on migration law
- Preparing an application for a temporary residence permit
- Preparation of a set of documents for temporary residence permits
- Work of a lawyer to support the filing of documents
The services of the PRAVO LEG center greatly facilitate the process of collecting and preparing a list of documents and allow you to minimize the number of trips to the migration service. Experienced lawyers will help you obtain a temporary residence permit without unnecessary hassle and without refusal.
Please note: all documents for a temporary residence permit must be legally prepared. The personal presence of the applicant when applying to the migration service (GUVM MIA) is mandatory.
The center does not provide services for purchasing queues or coupons. You can receive a coupon (at the Sakharovo International Medical Center) only with the personal participation of the applicant.
Procedure for obtaining a temporary residence permit
In 2021, the requirements and list of certificates (both for visa-free and visa-free countries) for obtaining a temporary residence permit for marriage have changed several times.
Due to regular changes in the regulations on what needs to be done and prepared for the successful consideration of an application by the migration service and the issuance of a temporary residence permit, all consultations are carried out only in the office with a study of the situation and taking into account the latest changes.
The initial consultation on general issues of migration legislation is free of charge. Pre-registration for an appointment with a lawyer is required.
At the consultation, the issue of the possibility of acquiring a temporary residence permit on the basis of marriage, the conditions, procedure and terms for foreign citizens to acquire temporary residence are studied. The availability of the necessary certificates, certificates, etc. is checked.
Please note: each certificate, including translations, notarized copies, certificates must be properly prepared. The reasons for refusal are often related to incorrect registration.
The main advantage of being married to a citizen of the Russian Federation provided to a foreigner is the opportunity to contact the migration service and obtain a temporary residence permit without additional grounds.
How to apply for a temporary residence permit for marriage in 2021
Question No. 1: Is it possible to obtain a temporary residence permit through a multifunctional center?
If this service is available at the MFC in the region where you are moving in, then you can.
Question No. 2: What are the deadlines for obtaining permission?
If a migrant has a visa - six months, for visa-free foreign citizens - 2 months.
Question #3:
I want to get a marriage temporary residence permit in Mytishchi. Tell me if I can get this document if I have been in the Russian Federation periodically. Also, my husband and I have a son together (he is six months old). In total, the period of stay in Mytishchi is less than 90 out of 180 days.
Answer:
If the total period of stay in the Russian Federation is 90 out of 180 days as a maximum, then there are no violations of the law. A temporary residence permit can be easily issued.
Question #4:
Is the time frame for obtaining a temporary residence permit for marriage reduced if a foreigner is pregnant?
Answer:
No, legal deadlines are not reduced. Pregnancy does not in any way affect the processing time of documents for a temporary residence permit.
The basic list of documents for a temporary residence permit is the same for those who apply under a quota and without it:
- Statement.
- Passport and notarized translation of the passport.
- Migration card: original + copy.
- Photos, 2 pieces, 34x45 mm.
- A document confirming knowledge of the Russian language.
- Medical certificates.
- The state duty is 1600 rubles.
- Certificate of no criminal record - only for applicants from visa countries.
- If there is a difference in the name, place of birth, etc. in papers, you need documents confirming this data.
Applicants simply add to the list documents confirming the basis for filing. We'll tell you which ones further.
Only visitors from visa countries need such a certificate. Receive it no earlier than three months before applying for a temporary residence permit.
Additional documents for applicants for a temporary residence permit without a quota
Those who apply for a temporary residence permit in a simplified manner collect the list of papers indicated above. Plus, you will need one or more documents (depending on the basis).
If you receive a temporary residence permit due to marriage, you will need to add:
- marriage certificate (original and copy, if necessary - notarized translation);
- passport of the Russian husband or wife + copy.
When obtaining a temporary residence permit for education (for immigrants from the former republics of the USSR), you additionally need:
- document on education received in the Russian Federation with an attachment (+ copy);
- a copy of the state accreditation certificate that was valid at the time of receipt of the diploma document. The copy is certified by the educational institution;
- a copy of the license that was valid at the time of receiving the diploma, certified by the educational institution.
Ukrainians recognized as refugees or granted temporary asylum in Russia add to their documents:
- refugee certificate or certificate of temporary asylum + copy;
- a document confirming permanent residence on the territory of Ukraine + a copy (if necessary, a notarized translation).
People who move from Turkmenistan or Latvia attach:
- permission to move (resettlement) to Russia + copy;
- disposal address sheet + notarized translation;
- internal passport (if a relocation permit and/or departure certificate was issued for it) + notarized translation;
- visa issued for resettlement.
Those who go through the State Resettlement Program will be expected to receive a certificate of program participation.
Foreign military personnel provide the original and a copy of the contract for service in the Russian Federation.
Go to the migration office where you submitted your documents. Find out whether a preliminary registration is required to obtain a temporary residence permit or whether you can come on visiting days and receive status on a first-come, first-served basis (different procedures vary in different regions).
At the reception, your passport will be stamped with a temporary residence permit. From the date indicated in the mark, the countdown of three years begins for which the temporary residence permit will be valid.
Documentation
The main list looks like this:
- Passport with translation into Russian
- Passport of the spouse – citizen of the Russian Federation
- Marriage certificate
- Birth certificate (if necessary)
- Migration card and registration (MU)
- Patent (if available)
- Medical certificates
- Certificate of knowledge of the Russian language and basic history (if necessary)
- Certificate of no criminal record (if necessary)
- Apartment use agreement (if necessary)

Obtaining a temporary residence permit for marriage to a citizen of the Russian Federation
Clause 28 of the Administrative Regulations established by Order No. 891 determines the list of documents for a temporary residence permit that a migrant who has reached the age of majority must submit to the registration authority:
- application in two copies (the form for such an application is given in Appendix No. 2 to the Regulations);
- two photographs measuring 3.5 x 4.5 cm showing the applicant’s face from the front. The requirements for the photograph, as well as for the image of the applicant on it, do not differ from the requirements for the photograph of a minor migrant (the reader will find the criteria that the photo must meet later in the article);
- Ukrainian passport . Notarized translation required;
- certificate of no criminal record issued by an authorized body located on the territory of Ukraine. This certificate is valid for 3 months from the date of its issue. The expired document will have to be replaced, and for this you will have to submit a request to the Ministry of Internal Affairs of Ukraine again. This document is not directly named in the Administrative Regulations (for visa-free countries), but it is often required;
- a certificate confirming that the migrant does not have diseases dangerous to others (the list of such diseases is established by the Decree of the Government of the Russian Federation “On approval...” dated December 1, 2004 No. 715), as well as the absence of drug addiction. Additionally, you will need a certificate of absence of HIV infection;
- a document confirming the fact that a Ukrainian citizen has knowledge in the field of the Russian language, the history of Russia, as well as the legislation of the country. For women over 60 years of age, men over 65 years of age, minors, incapacitated people, participants in the state resettlement program, native Russian speakers and highly qualified specialists, this document is not required.
Clause 29 of the Administrative Regulations determines the list of documents for a temporary residence permit provided to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation by a representative of a migrant who has not reached the age of majority or has been declared incompetent/partially capable. It includes :
- Two copies of the application , the form of which is given in Appendix 3 of the specified regulations.
- Two photographs measuring 3.5 x 4.5 cm - one for each copy of the application. The use of head coverings is not allowed (except in cases where appearing bareheaded in front of strangers is not permitted due to the applicant’s religious beliefs. If a migrant wears glasses in everyday life, there is no need to take them off when taking photographs. The only condition is that the glasses have transparent lenses. Use tinted glasses (and, especially, sunglasses) are prohibited. The photo can be either color or black and white. Ready-made photographs may not be provided if the territorial department of the Ministry of Internal Affairs of the Russian Federation, to which a citizen of Ukraine applies with an application, is equipped with equipment that allows take a photo on the spot (you can check the availability of this opportunity in advance by phone).
- Identity card of a minor citizen of Ukraine (birth certificate, and, if available, passport).
- A document confirming that the applicant has the authority to represent the interests of a minor/incapacitated/partially capable migrant ( birth certificate or document certifying the authority of a guardian/trustee ).
- If a citizen of Ukraine for whom a temporary residence permit is issued is incapacitated/partially capable - the document on the basis of which he was assigned such status.
- Certificate of no criminal record (provided if the minor citizen has already reached 14 years of age). The validity period of such a certificate is 3 months.
- Certificate confirming that the migrant does not have dangerous infectious diseases or drug addiction.
- Certificate of absence of HIV.
In order for such a questionnaire to be considered correct, you must fill out the following fields:
- Information about the person who submitted the application: (full name, gender, place and date of birth, citizenship, marital status, education, information about work experience, contact details, immediate family, TIN, identity card details)
- The purpose of submitting an application to the Ministry of Internal Affairs (as an option is the opportunity to obtain citizenship).
- The work activity in which a citizen sees himself.
- Information about the absence of infectious diseases.
- Data confirming that you have not been subject to administrative liability and have not committed criminal acts.
- Notes from the Ministry of Internal Affairs.
- Information warning about liability for giving knowingly false information.
Only after entering absolutely all the data can you be sure that the application form is filled out correctly.
A mandatory condition for issuing a temporary residence permit to a Ukrainian citizen is the absence of diseases dangerous to others. The legislator imposes certain requirements on documents confirming this fact, which the medical institutions issuing them must adhere to.
The list of medical certificates required when applying for a temporary residence permit for citizens of Ukraine includes a certificate of absence of HIV infection. The document is valid for three months from the date of its issue.
The requirements for the minimum level of knowledge that a citizen of Ukraine must have to obtain a certificate, as well as the form of the document, are established by the Order of the Ministry of Education and Science of the Russian Federation “On approval of the form...” dated August 29, 2014 No. 1156. The form of the certificate is given in Appendix No. 1 to the Order, in accordance with which The front and back sides of the document must be completed.
