The upcoming changes in pension reform are of concern to almost all citizens who are about to retire. Many expected that their working life was about to end, counted the last years and dreamed that they would finally be able to mind their own business, relax, and perhaps earn extra money with additional income.
But the news that came about raising the retirement age in Russia in 2018 not only upset, but also scared people. “How is it possible,” they say, “you worked, worked, and now work again? When should you rest? And why does the reform raise the retirement age for such a long period at once?

Well, back to work?
When and how will the retirement age begin to change?
Raising the retirement age in Russia has been talked about for a long time, but government structures did not raise this issue on the eve of the elections. It is clear that these measures are not popular and are fraught with complications and indignation of the people. Now that the tension has subsided, intentions have been voiced to gradually increase the retirement period.
On June 14, 2021, the government presented a draft law on a gradual increase in pensions. It is planned to come into force on January 1, 2021. The draft law was proposed by the Cabinet of Ministers and has not yet been considered in the Duma. Therefore, quite complex debates lie ahead, which will end with no one knows how.
It is planned to implement the changes not immediately, but to extend the increase in the retirement age by 10 years or even 15 years. The government understands that sudden changes will cause a negative reaction from the population.
As it was before
A person can receive a pension benefit for several reasons - old age, length of service, or due to incapacity for work. Let's talk about old-age pensions. They come in these types:
- An insurance pension is assigned to the vast majority of citizens of the Russian Federation who were included in the compulsory insurance system (SNILS). To receive this pension, a Russian needs to work for a certain time and earn a minimum of pension points.
- The state pension is awarded to persons who suffered as a result of man-made or radiation disasters.
- The social pension is assigned to those people who are not entitled to insurance or state pensions.
A person can receive a social pension only five years later in comparison with an insurance pension, and this type of pension cannot be combined with official work. That is, a pensioner must choose either a pension or a job.
According to statistics, in most cases it is insurance pensions that are prescribed. And the pension reform affects them. According to current legislation, old-age pensions are available to men over 60 years of age and women over 55 years of age. If they have at least nine years of work experience as of the current year, every 12 months this figure increases by a year to 15 years. And also if the sum of pension points in 2021 is 13.8.
From June 1, 2021, the passbook is now illegal
The pension reform changed the retirement age. Thus, men will be able to retire only after 65 years of age, and women at 63 years of age.
The scheme according to which the retirement age in Russia will be changed
Here's what a pre-made plan looks like:
- in odd-numbered years there will be no new pensioners;
- It will be possible to retire only in even years: 2018; 2020; 2022; 2024, etc.;
- Every calendar year, the retirement age will be increased by six months or one year;
- by 2028, the retirement age for men will be 65 years;
- By 2034, women's retirement age will be 63 years.
For example, you should have retired in 2021 because... You turned 55 in April. But, according to the new law, this year is odd. Therefore, you will have to work until 2021.
Example No. 2: Ivan Petrovich turns 60 in February 2021. But no one is retiring this year; we have to wait until 2022. In addition, starting from 2021, the retirement period will increase by two years.
How will the retirement date change for citizens of preferential categories?
Those employees who have benefits, for example, teachers, doctors, etc., will be able to retire after reaching a certain length of service. But at the same time, they will not receive pension benefits until their age is equal to the generally accepted retirement age. Depending on the institution, the total experience should be 25-30 years.
Teachers and doctors will not be able to work, but they will begin to receive pensions only after 8 years.
Payment of pensions will be of a transitional nature:

This reform will not affect military personnel; for them, the retirement age will be calculated according to other schemes.
Increasing pensions and social benefits
Despite the fact that insurance pensions increase by the level of actual inflation over the past year, in 2021 pensions will increase above the 2021 inflation rate. Already from January 1, 2021, and not from February, as before, insurance pensions of non-working pensioners will increase by 3.7%.
The size of the fixed payment after indexation will be 4,982.9 rubles per month, the cost of the pension point will be 81.49 rubles. As a result, the average annual old-age insurance pension will increase to 14,075 rubles, for non-working pensioners - to 14,329 rubles.
From February 1, the size of the monthly cash payment (MCB) received by federal beneficiaries will be indexed to the 2021 inflation rate.
State pension benefits, including social ones, will be increased by 4.1% from April 1. As a result, the average annual social pension will increase to 9,045 rubles. The average size of the social pension for disabled children and people with disabilities from childhood of the first group will be 13,699 rubles.
Pensioners who worked in 2021 will have their insurance pensions increase in August 2021 - the Pension Fund of the Russian Federation will carry out the traditional non-declaration adjustment of insurance pensions.
At the same time, as before, in 2021 there will be no pensioners in Russia with a monthly income below the pensioner’s subsistence level (PSL) in their region of residence. All non-working pensioners will receive a social supplement to their pension up to the PMP level.
All expenses for social and pension obligations of the Pension Fund are financially supported and taken into account in the Fund’s budget.

The final changes to the retirement age should increase this period:
- in women under 63 years of age;
- in men under 65 years of age.
All women who were born in 1964 and later will notice these changes in themselves. Raising the retirement age will also affect men born in 1959 and later.

The president made major changes to the minimum retirement age. The editorial concerns women who were previously supposed to retire after celebrating their 63rd birthday. Vladimir Putin considered this indicator unfair and proposed reducing the figure by three years.

New retirement rules for workers in the Far North
The rules will also change for those who work in permafrost conditions in the Far North. If previously the retirement age began for women at 50, and for men at 55, now this period increases by 8 years for women and 5 years for men. Accordingly, ladies will now retire only at the age of 58, and the stronger sex will have to work until they are 60.

When will a man born in 1959 retire?
The increase in the retirement age will begin on January 1, 2019 and will take place in stages - 1 year per year . However, citizens who were supposed to retire in 2021 and 2021 will be able to do this six months earlier than the new retirement age. The first to be affected by the reform will be men born in the first half of 1959 ; they will not retire at 60 years old, as is the case provided for in 2021, and in 60.5 . in the second half of 1959 will be the next to begin receiving old-age insurance pensions , this will happen in the first half of 2020 .

For recipients of social old-age pensions, the working age will also be increased. Men who, for some reason, have not developed the required work experience will retire not at 65, but at 70 . The conditions for obtaining a social pension for disability will not change, and its purpose will also not depend on age.
The pension reform will affect certain categories of workers who retire earlier than generally accepted dates, namely:
- Workers of the Far North. Men who worked in the North or in places equivalent to such territories will now retire at 60 years old, that is, their working age will also increase by 5 years.
- Men employed in teaching, medical and creative professions . For this category of workers, the main condition for early retirement will remain the same; they will need to develop the required work experience (from 15 to 30 years). another 8 years will have to pass (starting from 2026) or a shorter period if the citizen falls into the transition period.
Will the Government accept this law and will the retirement age be raised?
As you understand, this is all just a project. But hearings on this case are scheduled to begin in July 2021. The draft law will be discussed in the Duma at each of three readings. Amendments, additions and changes will be made. It is possible that the law will not be adopted or will be postponed indefinitely. But, most likely, there will still be some changes. Will they accommodate the pensioners themselves? This is the main question.
After the debate, the draft law will be sent to the Federation Council for consideration by senators. Then the project will have to be signed by the President.
It is clear that at each of these stages, the reaction of the people themselves will be closely monitored. It is during this period of time that it is necessary to show your civic activity and sincere interest. After all, after the adoption of the law, it will no longer be possible to change anything.
