In January 2005, several types of new social payments were approved. EDV is one of these payments. The abbreviation stands for monthly cash payment. Citizens can count on receiving it if certain benefits are replaced with cash payments. The EDV allows you to use all the preferences provided if the citizen does not need them in real terms. Citizens are supported at the expense of local or federal budgets. Recipients are recognized as regional or federal beneficiaries. We will talk further about what such benefits are, who can count on them, as well as other features of the type of support.
A little about the concept
Initially, you need to understand what EDV is and to whom it is paid. This name is given to material assistance from the state, which is assigned to certain categories of citizens to provide social support and compensation if a person refuses the set of free services due to him. If a person receives social benefits, he has the right to additionally use a certain set of options, which are an integral part of the EDV in kind. Citizens have the right to choose whether they want to use services or plan to exchange them for money. Replacement is made in whole or in part. If a person decides to refuse in-kind social assistance, it is necessary to submit a corresponding application before October 1 of the current year. The appeal is made to the territorial department of the Pension Fund of Russia.
The classic set of social services consists of several parts, the list of which includes:
- providing the beneficiary with the necessary products or medications;
- provision of vouchers to a sanatorium, if required for treatment;
- provision of free travel on suburban and intercity transport to the place of treatment and back.
The law allows you to adjust the procedure for compiling a set of social services annually. To do this, you will need to contact the Pension Fund with an application. If a citizen has expressed his will once and drawn up an application, there is no need to constantly visit the Pension Fund of the Russian Federation and draw up the relevant documents, if the relevant decision has not changed.

You can submit an application through your personal account on the Pension Fund portal . To do this, you must first go through the registration procedure. Login to your account is carried out after entering your email address (mobile phone number) and password. On the page “Electronic services and services of the Pension Fund of Russia” you need to select the section dedicated to social payments.

Who can count on receiving monthly payments
The right to use preferences is granted to federal beneficiaries.
The main categories are:
- heroes of the USSR and the Russian Federation, holders of the Order of Glory and their families;
- veterans of military operations, World War II, members of their families, minor prisoners of fascism;
- persons exposed to radiation as a result of an emergency or the elimination of similar consequences;
- disabled people.
In practice, a person may be a member of several groups at once. In this case, monthly payments are provided for only one reason. A higher payment is selected. However, exceptions are permitted. Some categories of citizens can count on simultaneously receiving monthly payments on two grounds.
Providing benefits to veterans
The size of the EDV in 2021 may vary depending on which category the citizen belongs to. A number of WWII veterans can count on receiving increased cash payments. So, if a person took part in the Great Patriotic War, but was recognized as disabled after it, he can receive about 5,403 rubles. Directly for WWII participants, EDV is below. It is 4052 rubles. The above categories of citizens have the right to count on additional monthly financial support. Its size varies from 500 to 1000 rubles. and depends on belonging to a certain category.
Combat veterans also receive monthly payments. Their size is 2973 rubles. and is established in accordance with the provisions of the Veterans Act. The regulatory legal act presents the criteria for persons falling under the definition. A person must meet established requirements in order to receive EDV.
Please note: Individuals who have the right to claim the title of “labor veteran” are separately identified. It is assigned at the regional level. The social protection authorities are responsible for granting the title. Therefore, the pension fund does not provide monthly payments to this category of citizens. How to Calculate Edv Based on the Results of the Civil Year
The calculation of the thirteenth salary is not regulated by labor legislation. How the thirteenth salary will be calculated is determined by the employer in a local regulatory act, for example, in the bonus regulations, or by the parties to the collective agreement. As a rule, the 13th salary is set depending on the results of the employees’ labor activity in the past year. These results can be assessed in various ways, through a system of performance indicators and implementation of the production plan. Calculating the thirteenth salary (3/3) based on a complex system of indicators is a labor-intensive process. It is advisable to resort to it when calculating the annual bonus for a limited number of employees, for example, top-level managers, on whose activities the financial results of the company directly depend. In order to calculate the salaries of workers in mass professions, a simple indicator of the number of days worked in a calendar year is more convenient. To obtain it, no special calculations are needed. Calculation of 13 salaries, like any other bonus, involves establishing a calculation base, percentage of accruals, and grounds for refusing to assign a bonus. During the Soviet era, the thirteenth salary was calculated based on the salary, the percentage was 100%, the basis for refusal was failure to fulfill the plan. A modern employer has the right to choose as a basis any list of payments included in the wage system at the enterprise. The 13th salary can be calculated only from the salary, or from the salary with a monthly bonus, allowance for special working conditions, and other payments. The decision to determine the base must be recorded in the internal regulatory act that establishes the thirteenth salary.
Replacement of benefits with cash for Heroes of the USSR and the Russian Federation, members of their families and holders of the Order of Glory
The above categories of citizens have the right to receive cash payments in an increased amount. The monthly allowance for the above persons is 63,708 rubles. Heroes of Labor of the USSR and the Russian Federation, holders of the Order of Labor Glory also receive payments, but in a smaller amount. The monthly payment amount is 46,975 rubles. Additional cash payments are transferred from regional budgets. This allows the above-mentioned persons to count on additional rights and benefits. Social benefits are provided regardless of the monthly allowance assigned to citizens on the basis of other legal acts. The size of the EDV is periodically indexed. If a citizen has received the corresponding title or awards several times, this does not give him the right to duplicate EDV. It is permissible to assign only one monthly payment. If a hero or gentleman who previously received EDV died, the citizen’s family can use the funds. The amount is determined equally among all family members.
Help for the disabled
Sometimes the concept is called a lump sum payment. However, this is fundamentally wrong. The payment is called a monthly cash payment. This means that it is provided at a certain frequency. Disabled people also have the right to count on EDV.
EDV depends on the assigned group and is:
- 2163 rub. - for the third group;
- 2702 rub. - for the second group and disabled people from childhood;
- 3783 rub. - for the first group.
If, instead of EDV, disabled people of the 1st group and people with disabilities since childhood use a package of social services, accompanying persons can also receive rights to free vouchers to health resorts and travel on transport without payment.
By the way! Monthly cash payments to disabled people differ from the standard one. EDV can be recalculated if a person is assigned a different disability group.
The procedure is performed on the basis of an extract from the inspection report. Recalculation is carried out from the date of the relevant decision. The payment amounts are updated annually. The procedure is performed on February 1 of each year. Recalculation is carried out using indexing. Registration procedure
In order for a citizen to take advantage of the due preference, he is obliged to prepare an application and contact the Pension Fund. Documentation must be provided at the place of permanent or temporary registration. It is also possible to apply at the place of actual residence. If a person is already receiving a pension, he is obliged to visit the Pension Fund of the region where the citizen’s pension file is located. If a person is under the care of a social institution and lives in it, the application is sent to the district office of the Pension Fund of the Russian Federation at the location of the organization.

Payment of EDV to pensioners in 2021 is carried out together with the main source of income upon reaching a certain age and maximum work experience.
