How to submit an application through the State Services portal

Already on December 17, 2021, the “Payment for children from 0 to 8 years” tab appeared on the main page of the “State Services” portal. After clicking on this tab, information will appear on the user’s screen indicating that there is no need to submit an application if payments have previously been made for children under 16 years of age. However, here it is also possible to change bank account details and submit an application to citizens if they did not receive payments for children in the spring-summer of 2021.

Attention! Only persons who have a verified account can submit an application through the State Services portal.

So, to change the details, you need to select the appropriate item, after which the application form will appear on the screen. It will indicate the full name and other information of the applicant, which cannot be corrected. Below you should indicate the new account details. This can be done either manually or using a drop-down list when specifying the BIC or bank name.

After sending the application, the money will be transferred to the recipient's new account.

If a person has not previously received payments for children, then an appropriate application should be submitted.

To do this, go to the section “Apply for payments for children under 8 years of age.”

After the transition, the application form will appear in front of the user. Personal and passport information will be entered automatically based on your account information.

After this, you must provide the following information about the child:

  • FULL NAME;
  • date of birth;
  • SNILS;
  • birth registration number (available on the relevant certificate);
  • date of recording the act;
  • name of the civil registry office that issued the certificate.

Information about several children is indicated within one application. There is no need to submit separate forms for each child.

After entering information about children, the user indicates the details of the bank account to which the funds will be received.

Reference! Separately, it should be noted that it is possible to issue payments to children who are citizens of the Russian Federation, but do not have a Russian birth certificate. Who will receive an increase of 1000 rubles or less?

In accordance with the federal law on the budget for 2021 and for the planning period 2022–2023, which is now being adopted by the State Duma, budget transfers to the Pension Fund are provided for the indexation of payments to Russian pensioners to ensure an increase of 6.3% of insurance pension payments that citizens receive. That is, they will not give everyone an increase of 1000, but 6.3% of the amount that an elderly person receives. That is, someone who has a monthly amount of, for example, 10,000 rubles, will receive on average:

10,000 x 6.3% = 630 rub.

Therefore, to receive an increase of 1000 rubles. you need to receive 14,185 rubles monthly. Accordingly, those with higher pension payments will receive more. Provided, of course, that they don't work. Working pensioners are not entitled to indexation at all. And a pension increase of 5,000 rubles for all pensioners is not planned in the budget, despite numerous rumors on the Internet. During a press conference on December 17, President Vladimir Putin said that all Russian families with children under 7 years old inclusive would be paid 5,000 rubles for the New Year.

Who is entitled to payment?

Only for these new recipients, parents (guardians, trustees) must write applications for payment (how to do this - read on).

5,000 rubles will go to each child. If there is one child under 8 years old in a family, then 5 thousand rubles are paid, if there are two children - 10 thousand rubles, and so on.

How will they list

A new lump sum payment is assigned on the basis of previously submitted applications for the following payments: * monthly up to 3 years, * lump sum from 3 to 16 years.

That is, if you previously submitted applications and already received “summer” payments, then the “New Year’s” 5,000 thousand will be sent to you automatically.

The same applies to guardians: if the guardian has previously received payments for children, then 5,000 rubles in December will be provided without a request, automatically.

The money will go to the same recipient (parent or guardian) who was indicated in the previously submitted application. The funds will be sent to the same account and using the same details that are already in the Pension Fund database.

Application: to submit or not

Payment of 5,000 rubles for children under 8 years old will be automatic. But some parents will have to apply to receive the payment. An application is required in the following cases:

* previously, for some reason, you did not apply for a payment for a child under 3 years old and/or a lump sum payment for a child from 3 to 16 years old and did not receive these payments for children; * the account to which you received payments before the age of 16 is already closed or for some reason is not valid; *child was born after July 1, 2021.

In all other cases, you do not need to submit an application for payment.

How to apply

* If you need to submit an application for payment (since you have not submitted it before), you can do this on the State Services portal or by contacting the Pension Fund client service in person.

How to submit applications through the State Services website is explained below.

* After submitting an application on the State Services website, a visit to the MFC or the territorial branch of the Pension Fund is not required. There is no need to collect any additional certificates. The application is submitted by one of the parents for all children. The funds will be transferred to the same parent.

* But guardians and trustees who have not previously received payments for children submit an application only in person and only to the Pension Fund of the Russian Federation - by contacting any client service of this department.

* If the family previously lived in another country and then returned to Russia, in order to receive a one-time payment, you will need documents confirming residence in the Russian Federation. The payment is provided to citizens of the Russian Federation living in Russia. The child must also have Russian citizenship.

* Applications will be accepted until April 1, 2021. Including for children born after the decree was issued, in the period from December 18, 2020 to March 31, 2021.

If you made a mistake in the statement

If the application is submitted with an incorrect or invalid bank account number, the Pension Fund will inform the parent applying for the payment that it is necessary to provide the correct details for the transfer of funds. Such a notification is sent to your personal account on the State Services portal or by registered mail with notification - depending on how the application for payment was submitted: electronically through the portal or in person.

What are the conditions for receiving

* The payment does not depend on family income, availability of work and receipt of wages, as well as pensions, scholarships, unemployment benefits.

* It also does not depend on whether or not the family receives other measures of social support - maternity capital, social payments, etc.

* The payment is not taxed and does not affect the purpose of other social support measures.

* The money will be transferred to the bank account specified by the parent (guardian) in the application and linked to the card of any payment system (not necessarily to the MIR card).

*You can use your money at your own discretion.

* A visit to the MFC or the territorial branch of the Pension Fund is not required. No additional information is required to be collected.

* Payment can be refused only in the event of deprivation of parental rights and other legal restrictions, or death of children.

When to expect money

The funds, they promise, will be transferred to everyone by the end of December. 14.7 million children under 8 years old will receive New Year's 5,000 rubles in the country. The amount of funds that will be allocated for these purposes will amount to over 73.5 billion rubles.

Pension Fund branches will be open on weekends

Branches of the Russian Pension Fund will be open on the weekend of December 19 and 20 to accept applications for New Year's payments, the press service of the Ministry of Labor told reporters.

“Most parents will receive the payment proactively. That is, parents of children who have already applied for “summer coronavirus payments” will receive 5 thousand rubles automatically. For those parents whose child was born after July 1, 2021, as well as those who have not applied for previous payments, it is necessary to submit an application. This can be done through the government services portal or in person at the Pension Fund branches. Since the Prime Minister has been instructed to organize payments as quickly as possible, the Pension Fund will work on weekends to accept applications from parents,” said the head of the Ministry of Labor, Anton Kotyakov, as quoted by the press service.

The ministry clarified that we are talking about the weekend of December 19 and 20. We will inform you on December 19 whether the PFR office in Artemovsky will work these days.

Algorithm for submitting an application through the State Duma

Let us repeat, the application must be submitted only if it has not previously been submitted for payments up to 3 years and from 3 to 16 years.

There is a special section on the State Services website for submitting an application: https://posobie2020.gosuslugi.ru. There you can fill out two forms, depending on which one you need - just change your account details or submit an application that you have not previously submitted.

If you just need to change the details. Go to the main page of State Services and click on the green window.

Next, select the “Change payment details” menu on the tab that opens and fill out the form that opens. In it, indicate the new bank account information - payments will be sent to it. Be careful! However, you do not need to submit an application to assign a new payment.

If you need to apply for payment . For example, for a child who was born on July 1, 2021 and later, or you have children under 8 years of age for whom you have not previously received the above payments. Then go to the main page of State Services, click on the green window (see picture above), select the menu “Apply for payment for children under 8 years old” and fill out the form.

Important! In your application, be sure to indicate the exact details of the bank account to which the funds will be transferred. Details of the account to which your card is linked can be found in online banking or in the bank’s mobile application on your phone. In Sberbank, account details are indicated in the “About the card” section.

The application requires information about each child and bank account. Prepare them in advance to fill out all the fields and receive your payment. You will need: * birth certificate for each child. If the child does not have a birth certificate, contact the Pension Fund in person; * bank account details. They can be viewed, we repeat, in the Internet bank or mobile banking application. You need your 20-digit account number, BIC and correspondent account number.

Important! The card number printed on its surface does not match the bank account number and is not suitable for transferring payments. The application must indicate exactly the bank account number of 20 characters. Payment cannot be made to the account of another person - only to the applicant. Payment cannot be received by mail.

Who will receive an additional 5,000 rubles

The law on the federal budget for 2021 provides funds for making one-time payments to persons of retirement age in the amount of 26,005,000 rubles. Does this mean that someone will again receive additional money, except for indexation? Which pensioners and in which areas will receive an additional 5,000 rubles? — the Russian government does not plan any massive one-time payments. This money is intended to make traditional one-time payments by May 9 for war participants. What about the 5000 increase? She will be there too, but not from these 26 million.

Who is entitled to the New Year's payment?
