By adopting a law on raising the age limit for retirement, the government of our country promised an annual increase in pension payments to all citizens who had reached the appropriate age, and an increase in pensions for rural pensioners should reach 25%.

In October of this year, a number of documents were signed, including Federal Law No. 350-FZ, which details a number of changes related to the payment of old-age benefits and their purpose.

A lot has been written and spoken about the document in the media, but many to this day have not been able to figure out how and when indexation will be carried out, whether rural pensioners are entitled to an addition to their pensions , and whether pensions for rural pensioners will be recalculated in 2019. It’s worth taking a closer look at what older people living in the village can expect this year.

What pension supplement will pensioners living in the village receive?

From January 1, the Russian government plans to increase the insurance part of pensions for rural pensioners in 2021 in 2 directions at once:

  1. An increase in pensions for rural pensioners (approximately one thousand rubles) will be made by indexing pension payments above inflation. The indexation of the insurance part of the old-age benefit planned for 2021 will affect exclusively non-working citizens; working pensioners will not be able to receive this increase, since the annual indexation of payments for them will still be “frozen”. Until this year, the date of annual indexation of this type of subsidy was February 1, but the next increase is expected only in January next year. This is due to the reform.
  2. An increase of 25 percent to the amount of fixed payments to the pension. Do not forget that a law guaranteeing such an increase had already been passed. Due to the difficulties that arose in the economy of our country, the implementation of the law was temporarily suspended, but in the fall of this year the adoption of the Law on “Pension Reform” made it possible to restore this norm. Which will entail an increase in pensions by 25 percent for pensioners living in rural areas.

Important! Not all elderly people living in the village should expect an increase of 25 percent. What categories of rural pensioners will receive an additional 25 percent? Firstly, for those who have worked in the countryside for at least thirty years (the list of professions is given below). Secondly, for the villagers who, even after retirement, did not change their place of residence, remained in the village.

Who is entitled to a “rural” pension increase?


The rural pension increase is given to those citizens who are on pension due to old age or disability, but who live in the territory of a village or hamlet, and they have 30 years of experience in the rural sector.
It should be noted that the supplement is not applied to the entire pension amount, but only to the fixed payment. Most citizens of retirement age receive 5,334 rubles, which means the bonus will be 1,333 rubles.

An important nuance is that the rural increase will be available to those people who have worked most of their lives in those areas that are listed in a specific list. This list is established at the legislative level by a special government decree. The total number of professions included in the list is 500. Among the labor sectors, there are professions such as beekeeper, veterinarian, tractor driver and even boar manager. Those pensioners who are not currently working will be able to receive another 25% of the amount.

Subsidies to the insurance part of the pension

The addition to pension payments to persons living in rural areas in the form of indexation of the insurance part of old-age benefits is planned at the level of 7.05 percent, which means that pension supplements for non-working rural pensioners will be calculated on an individual basis. Consequently, the increase in pensions for agricultural pensioners is planned not at the level of a thousand rubles each, but in the following order:

  • Village residents receiving the national average pension (14,414 rubles) can count on an increase of 1,016 rubles.
  • Citizens living in a village, but receiving pension subsidies below the specified amount, will receive an increase of less than a thousand rubles (for example, if the pension is 11,000, the increase will be 11,000 * 7.05% = 775.5 rubles).
  • Villagers with benefits above average can count on an increase in excess of a thousand rubles.

Important! Formula for calculation: A x 0.0705, where A is the size of the pension payment, 0.0705 is the percentage of the bonus. For example: if the average pension is 14,414, the additional payment will be 1,016 rubles; when paying 9,000 rubles, the increase will be equal to 634 rubles; with an increased pension of 19,000 rubles. the additional surcharge will reach 1,334 rubles.

How much will your pension actually increase?

Not the entire amount of pension payments will increase, but only its fixed part by 25%.

In 2021, the fixed component is equal to RUB 4,982.9. If this part increases by 25%, the additional payment will be 1,245.7 rubles.

This is exactly how much additional pensioners will receive from January 2021.

But the government promised to raise payments to all non-working pensioners by 7%. This rule also applies to payments to farmers. After indexation in January 2021, the increase will increase to RUB 1,332.9.

Since both increases fall within the same period, the amount of rural pension provision for the preferential category will increase by 1,332.9 rubles.

For 2021, the pensioner will receive 15,994.8 rubles. more than this year.

16.7 billion rubles have already been allocated from the budget for payments in 2021. In total, the innovation will cost the state 117 billion rubles.

The recalculation will be made by the Pension Fund employees themselves without a request, if they have the relevant information about the pensioner. There will be no need to submit any applications for recalculation. Only those rural pensioners who want to clarify their work experience in agriculture and bring documents for the period missing up to 30 years of experience will need to visit the Pension Fund office.

Increase for experience over 30 years

From the beginning of next year, the government also planned to increase pensions for rural pensioners with at least 30 years of experience. A number of villagers who have worked in certain positions will receive fixed subsidies for the insurance portion, increased by 25 percent.

This additional payment to pensioners for long (at least thirty years) work in agriculture has been provided since 2013, but in 2021 payments were temporarily suspended. It was planned to “unfreeze” them only from the beginning of 2021, but due to the pension reform, the moratorium on subsidies was lifted earlier.

Important! Who belongs to rural pensioners with a long work history who claim a 25 percent payment?

  • Firstly, citizens who have retired due to age and are no longer working.
  • Secondly, rural residents with disabilities. It should be remembered that the 25 percent increase is calculated not from the amount of old-age benefits received, but from the size of the fixed payment to the insurance part.

About the amount of the fixed surcharge:

According to Federal Law No. 350-F3, the amount of the fixed pension payment, according to which the pension supplement is calculated, will be equal to 5,334 rubles next year, it follows that:

  • Elderly people who have worked in the countryside for at least thirty years, and disabled people of the first and second groups, can count on an increase in their pension of 1,333 rubles.
  • Disabled people of the third group will receive 666 rubles.

Bill on additional payment to pension for 35 years of rural experience

In accordance with the Law “On Insurance Pensions”, persons who have worked for at least 30 years in agriculture and do not carry out work and (or) other activities during which they are subject to compulsory pension insurance are entitled to an increase in the fixed payment to the old-age insurance pension and to disability insurance pension in the amount of 25 percent for the entire period of their residence in rural areas.

Also, by Decree of the Government of the Russian Federation dated November 29, 2018 No. 1440, a list of works, industries, professions, positions, and specialties was approved, in accordance with which such an increase is due.

The Ministry of Agriculture of Russia receives numerous requests from citizens regarding the establishment of payments and additions to the list of professions that are not included in it.

In connection with this, the Ministry of Agriculture has prepared and sent corresponding proposals to the Ministry of Labor and the Pension Fund of Russia in terms of providing payments to persons who have worked for at least 30 calendar years in agriculture, and supplementing the list with a number of types of professions, positions, specialties, such as storekeeper, accountant, worker construction team of an agricultural enterprise, a worker at a machine-reclamation station, an electrical engineer, a number of veterinary service positions and others.

These proposals from the Russian Ministry of Agriculture are being studied by the Russian Ministry of Labor.

The list of rural workers, industries, professions, positions, specialties, in accordance with which an increase in the size of the fixed payment to the insurance pension is established, was approved by Decree of the Government of Russia dated November 29, 2021 No. 1440.

The list of jobs, industries, professions, positions, specialties, in accordance with which an increase in the fixed payment of the social pension is established, includes more than 500 professions. For example, the list includes such professions as agronomist, foreman of a field crew, grain transporter, agricultural machinery repairman, tractor driver and many others.

Also, the new edition of the list includes a number of professions in crop production, livestock farming, and fish farming, which were not previously included in the list. For example, it is expanded with such categories as:

  • workers of all types;
  • individual entrepreneurs operating in agriculture;
  • persons associated with the maintenance and repair of agricultural machinery and production equipment;
  • managers of warehouses, persons associated with the protection of agricultural production facilities.

At the same time, work that was performed on the territory of the Russian Federation (RSFSR) before January 1, 1992 on collective farms, machine and tractor stations, inter-collective farm enterprises, state farms, peasant farms, agricultural artels, will be included in the rural experience, regardless of the name of the profession, specialty or position held.

Citizens in respect of whom the following conditions are met can count on an increase in pensions for rural pensioners:

  • have at least 30 years of work experience in agriculture (this experience is calculated according to special rules based on lists of professions approved by the Government);
  • not to carry out labor or other activities that are subject to compulsory pension insurance;
  • live permanently in rural areas.

The supplement to the pension of those who work or previously worked in agriculture will be 1.3-1.4 thousand rubles.

Since January 1, 2021, the Russian Pension Fund has ensured the payment of pensions to “villagers” in a new amount, while the recalculation was carried out without the appearance of citizens. Those citizens whose pension files do not contain data on the required rural experience can submit to the Pension Fund documents confirming such experience.

ANSWER

An increased fixed payment to the insurance pension is established for the entire period of residence in the village. When citizens move to a new place of residence outside of rural areas, a pension supplement is not paid.

Yes. The pension supplement for villagers is established both at the citizen’s place of residence and at the place of stay, as well as at the place of actual residence.

The place of actual residence of a citizen of the Russian Federation in a rural area is confirmed by his personal application, which is submitted annually to the territorial body of the Pension Fund or a multifunctional center for the provision of state and municipal services at the place of his actual residence in the village. The application must be submitted before the expiration of 12 months from the month in which the previous application was submitted. Annual confirmation of the place of actual residence is not required if you receive a pension through a postal service organization or another organization involved in the delivery of pensions.

QUESTION: What work in rural areas is included in the length of service to establish an increase in the fixed payment towards the pension? What conditions are necessary to include periods of work in the “rural” experience?

“Rural” experience does not include any work that was carried out in rural areas. The length of service for the “rural” pension supplement includes work in agricultural organizations on the territory of the Russian Federation (until 01/01/1992 - on the territory of the union republics of the former USSR) in professions and positions provided for in the List approved by the Government of the Russian Federation (Resolution dated November 29, 2018 No. 1440 ), subject to employment in the production of “Crop farming”, “Livestock farming” or “Fish farming”.

The List includes the main professions (positions) of agriculture, for example, “agronomist”, “agricultural technician”, “veterinarian”, “tractor driver”, “livestock specialist”, “fish farmer” and others.

Work in professions (positions) not listed in the List (such as “cook”, “accountant”, “kindergarten nanny” and others) cannot be counted towards “rural” experience.

ANSWER

Yes, the “rural” experience includes periods of care of one of the parents for each child until he reaches the age of one and a half years, but no more than 6 years in total. In this case, the specified periods of child care must take place during the period of work according to the List approved by the Government of the Russian Federation.

Work experience in agriculture is calculated only on a calendar basis.

QUESTION: Are periods of work in agricultural organizations of the Republic of Kazakhstan after 01/01/1992 included in the “rural” length of service to establish an increase in the fixed payment to the insurance pension?

The specified length of service may include periods of work that were performed on the territory of the USSR before 01/01/1992, subject to employment in jobs, industries, professions and positions provided for in the List approved by the Government of the Russian Federation.

Yes, periods of work in agricultural organizations located in the city (for example, at a poultry farm) can be included in the “rural” experience. At the same time, in order to establish a “rural” allowance, all conditions must be met (including the pensioner living in a rural area).

QUESTION: How long does it take to recalculate the amount of pension for “rural” service for rural residents who acquired the right to increase the fixed payment as of December 31, 2018?

ANSWER

For village residents entitled to an increase in fixed payment for long-term “rural” work experience as of December 31, 2018, the recalculation was carried out from January 1, 2019.

Citizens have the right at any time to provide additional documents confirming their “rural” experience until December 31, 2018.

In this case, if you apply before December 31, 2019, the pension for “rural experience” will be recalculated from January 1, 2019. If the application is received after December 31, 2019, then the “rural” allowance will be established from the 1st day of the month following the month of filing the application.

QUESTION: Will the pension amount be revised if the pensioner completes the required length of “rural” work experience (30 years)? Is it necessary to submit an application in this case?

Yes. If a citizen completes the required work experience in agriculture (30 years), then the amount of the fixed payment to the insurance pension will be revised upward. To recalculate the amount of the pension, you must submit an application to the territorial body of the Pension Fund or the multifunctional center for the provision of state and municipal services. The specified recalculation will be carried out from the 1st day of the month following the month of circulation.

In a similar manner, if the necessary conditions are met, the pension amount is recalculated taking into account the “rural” supplement in the event of moving from a city to a village and (or) leaving work (on application from the next month).

25 percent bonus for rural pensioners

Receiving a 25 percent bonus for work in a village is possible only if an elderly person receives an old-age benefit and does not work anywhere else, or if he receives a disability benefit. Also, a number of conditions must be met:

  • At the time of reaching the appropriate age, a villager must have at least thirty years of work experience. Positions for which additional payments are assigned are indicated in a special list established by the government of the Russian Federation. When calculating the service life, only the period of official employment, during which insurance contributions were transferred to the Pension Fund, is taken into account.
  • At the time the bonus is assigned, the citizen, in addition to entering a well-deserved retirement, should not carry out any of the types of activities in which insurance contributions are transferred to the Pension Fund.
  • A pensioner must live in a village.

Important! An elderly person who has moved to a permanent place of residence outside the village cannot qualify for additional benefits.

Recalculation of pension accruals

In connection with the adoption of the pension reform, changes in the retirement age occurred. The reform is designed for five years, so all innovations will be introduced gradually.

In addition, it is already known that pension accruals will be recalculated for all categories of pensioners next year in order to smooth out the consequences of inflationary processes in the country.

Already in January 2021, benefits for pensioners on insurance payments will be indexed. Indexation of accruals will be unequal and will take place at different times. The table shows when and by how much government assistance will increase.

What categories of rural pensioners receive a pension supplement?

Now about the proposed list of professions for which it is possible to receive additional funds. At the moment, the government is agreeing on an exact list of positions; it is assumed that the following will be able to apply for the subsidy:

  1. Employees involved in vegetable growing, floriculture, fruit growing, forestry (agronomists, agricultural technicians, combine operators, truck drivers, machine operators, mechanics, repairmen and mechanics of agricultural equipment, chairmen of collective farms, heads of state farms).
  2. Employees involved in meat and dairy farming, sheep breeding, horse breeding, poultry farming, beekeeping, fur farming (veterinarians, paramedics, orderlies, technicians, technologists, machine milking operators, poultry and livestock breeding masters, beekeepers, agricultural managers).
  3. Employees involved in fish farming (fish breeders, ichthyologists, fish farming engineers and mechanics, members of fishing cooperatives, directors of fish growing and processing enterprises).

Medical service

At the state level, old people are entitled to free medical services provided in public clinics, as well as medical examinations every three years. Depending on the region of residence of an elderly person, benefits for dental services are provided. There is also a list of preferential medications established by the state. You can use it to purchase medications at a 50% discount. People over 60 years of age are entitled to a free annual flu shot.

Disabled pensioners, as well as WWII participants and blockade survivors have the right to free treatment in sanatoriums. Other categories are entitled to free trips, subject to the validity of the corresponding program in the region of residence. At the same time, non-working pensioners living in the northern regions also receive free travel to their holiday destination.

Benefits for rural pensioners

The benefits provided to retired rural teachers in 2021 will remain unchanged next year. The main privilege of teachers working in rural areas - early retirement after 25 years of service - will remain unchanged.

Benefits provided to retired teachers in rural areas:

  • Free use of autonomous and centralized heating systems running on natural gas.
  • Preferential tariffs according to which payments for electricity consumption are calculated. The amount of the discount is determined by regional authorities, taking into account electricity consumption standards in relation to the area of ​​the house.
  • Unstandardized volume when purchasing solid fuel in places where there are no natural gas heating systems.

Subsidization for this category of persons is provided in the form of reverse compensation; initially, the person pays housing and communal services bills, and later receives compensation from the state.

The previously planned monetary compensation by the state, replacing benefits for retired teachers, has not yet come into force.

The benefits that will be provided to retired doctors in rural areas starting next year are not much different from the benefits provided to retired teachers.

Benefits for retired rural doctors:

  • the possibility of early retirement;
  • preferential payment at housing and communal services tariffs;
  • preferential purchase of solid fuel.

Receiving preferential subsidies is possible only after paying receipts for utility bills. The amount of the subsidy is determined by regional authorities.

How to submit missing documents

What to do if the Pension Fund does not have documents confirming the right to receive an increase in pension?

A citizen has the right to provide additional documents at any time. But the date of provision of these documents will be taken into account:

  • When applying from January 1 to December 31, 2021, a pension supplement for work in rural areas will be assigned from January 1, 2019.
  • If the necessary documents are provided in 2021 and later, then the additional payment will be assigned only from the next month after the date of application (clause 2, part 1, article 23 of Law No. 400-FZ of December 28, 2013). For example, if a pensioner submits documents in March 2020, then the increased pension will be assigned to him only from April 1, 2021.

Who will receive increased payments?

The bonus will be given to villagers who worked in the agricultural sector and were able to earn preferential seniority.

That is, the benefit will be given to farmers who:

  • have more than 30 years of experience in agriculture;
  • live in the countryside;
  • are on well-deserved rest.

If an employee, despite reaching retirement age, which will rise annually from 2021, continues to work, he will not receive an increase in pension.

The benefit does not apply to other village residents who:

  • worked in other areas: schools, village councils, paramedics and medical stations;
  • moved to a village for permanent residence, having earned work experience in the city;
  • retired farmers who left the village for the city.

It turns out that only non-working retired farmers who permanently live in rural areas and who have 30 years of work experience in the agricultural sector will receive an increase.

Note! If the beneficiary returns to live in the village, he again receives the right to receive an additional payment. The government estimated the number of rural beneficiaries who can qualify for the bonus at 1.2 million people.

Payment increase deadlines

The innovation will take effect in January 2021, when most pension reform bills come into force. That is, payments to rural pensioners will be recalculated from the beginning of the year, and they will receive increased payments at the end of January.

What changes might there be?

There were rumors that in 2021, pensioners could have all their benefits cancelled, in light of innovations and changes in pension legislation. This is not true.

As pension reform is carried out and the retirement age is raised, a new status will appear in Russia - pre-retirement. This is a category of citizens who have reached 55/60 years of age and are entitled to all types of preferences, like pensioners. However, pre-retirees will not receive a state pension. In order to survive, people will have to continue to work. In addition, financial assistance to the disabled category of citizens will be paid by their children, so-called alimony. Corresponding amendments are proposed to the Family Code, establishing this responsibility of children in relation to elderly, infirm parents.

In 2021, it is possible to monetize benefits for pensioners. This means that if you give up some privileges, you can get a monetary refund. The citizen himself chooses what he can refuse in favor of a cash payment: free travel, discounts on housing and communal services, etc. The amount of the monetary equivalent of benefits is calculated for each specific region.

A new type of benefits in 2021 will be the payment of compensation to elderly people over 70 years of age living in the same premises with a group I or II disabled person. In addition, upon reaching 80 years of age, 100% compensation is provided for previously contributed funds for major repairs.

What do you need to know?

To receive social benefits in 2021, Russian pensioners must have:

  • Passport.
  • Pensioner's ID.

Depending on what preference the senior citizen is applying for, you should visit:

  • Housing office (discount on rent, major repairs).
  • Federal Tax Service (tax issues).
  • PF (sanatorium treatment, discounts on medications).
  • Social protection authorities (targeted assistance).

Each benefit has its own requirements for the applicant and a list of additional documents. Privileges are not awarded automatically; to obtain them, you must contact the relevant government services and write applications.

There are about 47 million retired citizens living in the country. Senior citizens who have worked all their lives have the right to rest and well-deserved benefits. In the coming 2021, pensioners can count on maintaining old and adding new privileges at the regional as well as national level.

Step-by-step algorithm for completing documents to increase your pension in 2021

Allowances are calculated without an application when the Pension Fund of the Russian Federation has all the necessary documents confirming that the applicant’s work experience is at least 30 years. In such cases, the pension is calculated automatically.

Where to contact

Employees of the Pension Fund should be contacted only when the bonus was not automatically accrued along with the pension on time, although all the conditions for receiving payments were met.

Note!

Perhaps the lack of accruals is due to the lack of necessary documents confirming the length of service, or an error in them. In such cases, an appeal to the Pension Fund of the Russian Federation is mandatory.

Registration procedure

Due to the automatic calculation of allowances, there is no need to collect a package of documents and contact government agencies. If there are no required payments, you need to ask PF employees to double-check the correctness of the data on work experience in the village.


You may need to write an application or present your work record book, which is proof of the duration of official employment.

You must first call the PF office or write a letter to the institution. On the appointed day, you must come to the appointment and provide the required documentation confirming your right to the required bonus.
