How to re-register a pension, with home delivery
You have few options to have your pension delivered to your home. When it comes to money, pensioners need to be protected, because they are still at risk. Something in this direction has already been done. From the number of persons who can certify a power of attorney, the following are excluded: public health insurance companies, communication organizations and banks, and the following are retained: notaries, administrations of inpatient medical institutions, organizations in which the principal works or studies.
In your case, a suitable option is to issue a notarized power of attorney, which will state that your mother trusts you to represent her interests in the branch of the Pension Fund, as well as in all other structures. This power of attorney is called a “general power of attorney,” although the name “general power of attorney” does not exist as such. You can invite a notary to your home if your mother cannot walk. I will say that notaries willingly agree to this, because they charge extra money for travel. The procedure is simple. You come to the notary's office with documents, where the power of attorney itself is drawn up for you. For documents you will need two passports: yours and your mother’s. Don’t forget a certificate of disability, if available, as well as your birth certificate, since when issuing a power of attorney between first-degree relatives, a discount is provided (about 250-300 rubles). Next, the notary (or his assistant) goes to your mother’s house, where she verbally confirms her consent to grant you all powers and signs the power of attorney. Then the notary (or you and him) returns to the notary’s office, where the power of attorney number is entered into the state register and a stamp is placed on it.
The pension delivery method can be changed
Elena Sergeevna. The postman brings me my pension every month on the 12th, but it’s not always convenient for me to wait for him all day, because he arrives at different times. Because of this, I want to receive my pension using a bank card. Will I be able to receive my pension on a certain date of the month? I. Glazyrina. A specific date for receiving a pension is set for the pensioner only if he chooses postal service for delivery of the pension. Why? In most cases, the postman brings the pension to the house. It is impossible to deliver it to all pensioners on the same day. Therefore, the communications company develops pension delivery schedules taking into account the number of pensioners in the residential area it serves, the compactness of residence, the transport component, and its ability to ensure timely payment and safety of funds. At the same time, it is possible to receive a pension at the postal office. If the pensioner is not at home on the specified day, then he can then receive his pension at the post office.
There is another possibility. For example, a pensioner has a ticket to a sanatorium from the 10th, or from this date he plans to go to hospital for treatment, and his pension is delivered to his home on the 17th. In such a situation, before the 10th day of the month, the pensioner can contact the territorial office of the Pension Fund at the place of residence and obtain permission to receive a pension for the current month ahead of schedule. With this permission, go to the post office and receive your pension.
How to receive a pension for a bedridden patient: methods and procedures
There are different ways to deliver pension payments. Pensioners have the right to choose the most suitable option for themselves. If you are in serious condition and cannot move, the surest way to receive a pension for a bedridden patient is to issue a power of attorney. In addition, in some cases, guardianship can be issued.
This definition is given in Article 185 of the Civil Code of the Russian Federation. According to it, this is a document drawn up in writing, which contains special rights to perform certain actions to one or more persons, including receiving a pension instead of a pensioner. The person who signs the document is the principal, and the second person is the trustee.
The fact that a power of attorney must be obtained when another person receives a pension is stated in the Law on Insurance Pensions No. 400-FZ. At the same time, we are not only talking about an elderly person receiving an old-age payment. A pension can be assigned to a minor child, as well as to an incapacitated person.
This document may be required in the following cases:
- If a pensioner undergoes treatment in a hospital in an inpatient department for a long time
- If a person is unable to move independently.
- If he cannot sign papers due to illiteracy.
- When the principal left for another country.
The above list is not exhaustive. There are other situations in life in which it may be necessary to receive a pension (for a bedridden unconscious patient, for example), when the pensioner cannot do this personally.
Registration of a power of attorney
This document can be prepared in different ways, depending on the condition of the pensioner and the situation as a whole. These include the following:
- Attestation at home.
- Certification by the chief physician at the hospital.
The algorithm of actions depends on which method is chosen. But regardless of this, the following information must be indicated in the power of attorney:
- Name of the document, place and date of preparation, as well as signature.
- Personal data of the pensioner (from the passport) - full name, date and place of birth, registration address.
- The same information about the representative.
- The authority of the representative to receive a pension for a bedridden patient.
- Duration of the power of attorney.
Other information may also be included in the document, depending on the design features.
At the notary
How to receive a pension for a bedridden patient at home? To do this, a power of attorney must be certified by a notary. In this case, a specialist is called to your home.
The notary's task is to determine legal capacity. If the patient is aware of himself and his actions, that is, he is of sound mind and memory, then, if he wishes, an appropriate power of attorney can be issued to his representative.
In this case, the power of attorney must contain the following information:
- Full name, contact details of the notary and address of the office where he works.
- Certification that a bedridden patient is legally competent.
The document may also include other conditions that are presented to the principal. After drawing up the power of attorney, the bedridden patient must sign.
If he is unable to sign due to illness, then another person can do it. In this case, both the principal and the notary must be present. Then the power of attorney indicates the citizen who signed it, and the reasons for the impossibility of signing it directly by the patient.
If the notary believes that the principal is incompetent, then the power of attorney is not issued. Is there another way to receive a pension for a bedridden patient? It turns out yes. For this purpose, guardianship is formalized, in which the guardian becomes the legal representative of the patient.
In the hospital
If the patient is being treated in a hospital on an inpatient department, then a power of attorney can be issued in one of the following ways:
- By calling a notary to the hospital.
- By certifying the power of attorney by the chief physician of the medical institution.
Involving a chief physician is the preferable option for receiving a pension for a bedridden patient. The power of attorney form for a bedridden patient has a standard form and contains the following information:
- The name of the medical institution where the patient is located.
- The condition of the pensioner, the presence of his legal capacity, as well as the right to draw up a power of attorney to carry out the relevant actions.
- Full name of the chief physician, attending physician, their signatures, as well as the seal of the medical institution.
The advantage of this option is that the procedure is free. If it is decided to involve a notary in this procedure, then it is carried out in the same way as when calling him to your home. At the same time, you need to be prepared for the fact that the amount of services for visiting a specialist increases significantly.
If, in the opinion of the doctor, the person is not aware of his actions, then the power of attorney is not issued. Then we have to solve the question of how to receive a pension for a bedridden patient in a different way. After a stroke, whether he is in an unconscious state or in another vulnerable position, a way out can be found both with the assistance of government agencies and independently.
Price of services and document validity period
The date of signing the power of attorney is a prerequisite. If it is not there, the document is considered invalid. The power of attorney has a limited validity period. A bedridden patient has the right to draw up a document for any period at his discretion, but for a period not exceeding 3 years. If the validity period is not specified, then the power of attorney is considered valid for 1 year from the date of signing.
The cost may vary between different notary offices. But, as a rule, it varies from 800 to 1,500 rubles. This indicator depends on the location of the office, medical institution or residence of the patient and concerns only the services of a notary, since you will not have to pay anything when drawing up a document from the chief physician.
Appointment of guardianship
Guardianship may be assigned to a bedridden patient who is incompetent. His consent is not required for this (for example, if he is unconscious).
But if a person is aware of his actions, but cannot satisfy his needs on his own, then patronage can be established with his consent.
This type of guardianship is also issued for a bedridden patient.
Who has the right to guardianship
The guardian can be a close relative of the patient or a stranger who meets certain requirements. These include the following:
- Age of majority.
- Legal capacity.
- No criminal record.
- Availability of necessary moral and moral qualities.
A positive decision regarding the applicant for guardianship may not be made if he is an elderly person or has serious health problems. Also the basis for refusal is a negative reference from work or place of study. In this case, you need to look for another way to receive a pension for a bedridden patient at the post office or at a bank.
The appointment of a guardian is carried out by the guardianship and trusteeship authorities. Moreover, if several people apply for guardianship, preference will be given to the closest relatives. Several assistants may also be appointed to share responsibilities and be jointly responsible for their implementation.
A social worker or physician cannot be appointed as a guardian.
Registration of guardianship
To be appointed as a guardian of a patient, you must submit a corresponding application to the guardianship and trusteeship authorities. The specialists of this service will inform you about what documents are required. The standard list includes the following papers:
- Identification.
- Statement of health from a medical institution.
- Certificate of employment or other document confirming income.
- Consent of relatives if a stranger is going to become a guardian.
- A statement from the person over whom guardianship is established, if he is of sound mind, or a court document declaring him incompetent.
- Characteristics from work.
When reviewing documents, specialists have the right to seek information from the police department, medical institutions, as well as the registry office. The decision to establish guardianship is made within a month.
If the outcome is positive, an act appointing a guardian is issued. If guardianship is formalized in the form of patronage, then an agency agreement is concluded.
You must understand that this process may take a long period of time. But after this, the guardian receives all the rights to protect the interests of the ward. Accordingly, after completing these documents, you do not need to worry about how you can receive a pension for a bedridden patient. The guardian does not need special documents in the form of a power of attorney for this.
Receiving a pension
The law allows for receiving a pension in different ways, which the pensioner chooses independently. These include:
- Receiving a pension at the post office.
- Receiving a pension through the postman at home.
- Receiving a pension from a bank through a cash desk.
- Receiving a pension on a bank card.
Postal services are mainly popular among rural residents. Citizens are increasingly choosing to receive payments at the bank.
However, a bedridden patient who is of sound mind and memory can choose to have his pension delivered to his home through the postman. Then he will be able to receive money on his own, despite his physical limitations.
But in the case of poor physical condition, there is a way to receive a pension for a bedridden patient at Sberbank without a notary.
Receiving a pension on a bank card
Currently, the popularity of receiving a pension on a bank card or a pensioner’s bank account is growing.
If a bedridden patient trusts a relative or other caregiver, then there will be no problems with how to receive a pension for a bedridden patient on the card.
In this case, you will not even need additional documents in the form of a power of attorney or an act of appointment of guardianship. But the pensioner must provide a PIN code to use the card.
Conclusion
As you can see, if you need to receive a pension for a bedridden patient, there will be no difficulties.
From several options, you can find the best way to receive a pension for a bedridden patient: at Sberbank (another bank) or at the post office by proxy (certificate of guardianship), without additional documents if you have a pensioner’s bank card with a PIN code.
Registration of guardianship is a lengthy procedure. Therefore, it is resorted to only when it is necessary to represent the interests of the ward in different situations, and not just to receive a pension payment.

The concept of a power of attorney
This definition is given in Article 185 of the Civil Code of the Russian Federation. According to it, this is a document drawn up in writing, which contains special rights to perform certain actions to one or more persons, including receiving a pension instead of a pensioner. The person who signs the document is the principal, and the second person is the trustee.

At the same time, we are not only talking about an elderly person receiving an old-age payment. A pension can be assigned to a minor child, as well as to an incapacitated person.

- If a person is unable to move independently.

How can you get a pension for a sick person lying at home?
If he has not been home for several months, on the next billing date he will receive the amount for all missed billing periods. If a pensioner has not received a pension for more than 6 months, payment is suspended. To renew, you will have to contact the Pension Fund at the place of registration.

Registration of guardianship may take 2–3 months or more. It is clear that the sick pensioner did not receive monthly payments during these periods. Therefore, a guardian often has a question about where to receive a pension if they did not receive it at home on time.
What needs to be done to bring your pension home
As far as I know, a postman can bring a pension home if you write an application at the post office asking to bring the pension home. If the pension was transferred to the card, then you need to write an application to the bank with a request to close the card. After these operations, the postman will bring the pension directly to your home. This is a normal phenomenon and for many older people the postman brings their pension home. No cheating. The pensioner counts the money and signs for its receipt. You may need to contact the pension fund office. But I don't know for sure.
My grandmother’s pension was transferred to her Sberbank account. Now she has fallen ill and cannot get to either Sberbank or the Pension Fund. We need to make sure that the postman brings her pension to her home. What to do, where to go? Thank you.
How to make sure your pension is brought home or your daughter receives it
- Title of the document,
- place and date of issue,
- information about the pensioner (full name, passport details, date of birth, place of registration);
- information about the daughter (full name, date of birth, passport details, place of registration);
- authority to receive a pension;
- validity period (optional);
- pensioner's signature.
In accordance with Article 186 of the Civil Code of the Russian Federation, if the power of attorney does not indicate its validity period, then it is valid for a year. You can specify a longer period. If the power of attorney is issued for more than a year, the pensioner must confirm his registration at the place of receipt of the pension every year. To do this, you need to submit an application to the territorial body of the Pension Fund of the Russian Federation. If this is not done, the daughter will not be able to receive a pension for her father by proxy. The power of attorney must be certified by a notary.
Issuance of pensions and benefits
To receive a pension at home or at the operating cash desk of a post office, you must submit a corresponding application to the territorial body of the Pension Fund with which you are registered or send by mail. To receive benefits, subsidies and compensation, a corresponding application must be submitted to the Social Security Administration. The application can be written by both the recipient and his legal representative.

A trusted person can receive pensions and benefits if he has a power of attorney certified in accordance with current legislation. The postman can also bring pensions and benefits home. To order home delivery, you must additionally submit an application to the post office at the recipient's address.
Pension delivery methods
- The postman can bring the pension both in the morning and in the evening, since the exact delivery time is not set. Therefore, a person sometimes has to wait all day without leaving home.
- If the postman does not find the addressee at home, then he will have to go to the post office to collect his pension. This type of receiving security is clearly not suitable for a pensioner who works.
- document's name;
- date and place of issue;
- details of the principal (full name, passport details, place of registration);
- details of the authorized person (full name, passport details, registration address);
- authority to receive pension payments;
- validity period (can be specified upon request);
- signature of the principal;
- certification of the document (full name, signature, name and seal of the organization that certified the document).
How to receive a pension at home
- if the postman does not find the addressee, then you will need to go and receive money at the post office;
- they can receive a pension with equal probability both in the evening and in the morning, for this reason you have to stay at home all day;
- The delivery option is not suitable for working pensioners (they cannot stay at home all day).
- if you did not receive it on time, that is, nothing will happen on the set payment day, you can come for the money later, when it is convenient;
- Along with the money, the pensioner is given a printout indicating the accrued monthly compensation and benefits, how much money was withdrawn and the balance in the account.
Opinion of pensioners
The majority of citizens reacted positively to additional payments and the opportunity to change the method and place of pension delivery.
The main argument in favor of processing payments by mail is the opportunity to receive money at any time, after the scheduled payment date, and also receive a receipt with a list of benefits, compensation, and account balance.
Considering that most pensioners are far from information technology, the post office remains a convenient and familiar place to receive a pension.
Receipt of pension at home registration
Russian pensioners have the opportunity to independently determine for themselves the way in which they want to receive their pension - this is enshrined in the country’s legislation. You can receive the amount due at the post office, any bank, or have it delivered to your home.
Once a month, a long-awaited day comes for pensioners - the day when a pension is paid. Remember the time when you simply couldn’t get to the post office or savings bank? “Pensioners stood in endless queues to get their well-deserved money.

Receiving a pension
When moving to a new place of residence, you must apply to transfer your pension to another post office. This is done at the Pension Fund branch at your new address or at the MFC (multifunctional center for the provision of state and municipal services).
A pensioner can, at his own discretion, choose the credit institution from which he wants to receive his pension. There is one caveat: this credit institution (bank) must have an agreement with the Pension Fund. You can find out a list of banks with which such agreements have been concluded from the Pension Fund. Typically, many people choose Sberbank to receive a pension.
Detailed description of the pension card
The pension card is serviced with a minimum fee and preferential credit interest.
For pensioners who have completed their careers and continue to work, Post Bank has prepared a large-scale service program and offered a convenient and useful main product - transferring accruals to a special Mir debit card.
All pension payments, according to Russian law, must be received only on cards of this national payment system. It ensures safe operations, their quality and speed.
The Mir pension card from Pochta Bank does not require payment for its use by the owner. It is convenient and beneficial for those pensioners who prefer to save their savings.
Varieties
The bank has developed 2 types of pension cards for clients:
- Pension - this type is intended for those people who have stopped working. The owner will have to pay 300 rubles. for opening, and there are no commissions for the entire validity period.
- Salary pension - for people who continue to work. The owner can open and use it for free during the entire validity period.
The card is issued regardless of whether the person works or not.
Both types of payment instruments have the same transfer conditions. The client transfers his own funds within the bank free of charge, when interacting with other organizations - for 1% of the transaction amount, but not less than 100 rubles.
Users are freed from fees for many traditional transactions for which other banks charge fees.
Product advantages
Post Bank prepared debit cards for pensioners with increased attention to the physiology and psychology of older people:
- Its appearance makes it possible to distinguish it from other cards, because... bright large names of the bank and payment system are easy to read on a white background by owners with low vision.
- In many regions of Russia, pensioners have preferential conditions for travel on public transport. In large cities, electronic cash registers have been installed for payment. Some minibus companies provide their loyalty programs to passengers of retirement age. To pay for travel, the owner can use the card by touching it to an electronic device.
- In case of poor health, when a pensioner cannot independently go to the bank, receive a card and carry out transactions with it, a trusted person is allowed to carry out such actions.
- The bank increased the service life of the product to 5 years, thereby relieving the owner of the unnecessary hassle of processing a reissue.
- The bank and the Mir payment system provide cashback.
- Particular care is shown towards customers who make purchases and pay for services. The online buyer's package will confirm that the owner purchased the item at the minimum cost. Otherwise, the difference between the lowest price and the price paid is returned to the buyer. Defective or unsuitable goods are sent to the seller without postage charges.
- Connection to the “Online Buyer” and some other bonus programs occurs automatically, and the owner is freed from unnecessary steps to register them.
- Transactions can be carried out not only at bank terminals, but also at post offices.
Clients receive cashback on the card.
Available disadvantages
Each means of payment has its own pros and cons.
The pension card has minor shortcomings, which the bank is aware of and is gradually correcting:
- Changing a mobile phone number will cause additional trouble for a pensioner. In this case, you will need a certificate from the mobile operator stating that the new and old numbers belong to this person.
- There are no raised fonts on the card containing information about the user, expiration dates, etc.
- The owner cannot make purchases in countries other than Armenia.
- Popular services are not supported, but in 2021 our own service “MIR Pay” is being developed.
- You cannot link other cards.
The remaining terms of use are convenient for clients.
Under what conditions is it provided?
Transferring your pension to a bank is quick and easy. To do this, you need to be a pensioner of the Russian Federation, registered with the Pension Fund and receive payments.
The card is issued at a bank branch.

In the same way, you can register for other types of pensions: military, disability, loss of a breadwinner, etc.
In each case, additional documents will be required.
Service cost

The first 2 months from the opening date SMS will be received free of charge. This service can be disabled in the future. Information will only be received about the transfer of pension funds.

- “Salary pensioner” - in addition to pension funds, a salary is received from the employer. Applicable if the working client has a salary project. It must be issued by the bank 3 months before switching to a new type.
Are there any limits?
There is a limit on cash withdrawals. You can withdraw up to 100 thousand rubles per month. The limit applies when funds are received by wire transfer and 30 days have not passed from the date of their receipt. There are no other restrictions.
Pension at home

The guardian or trustee provides a report on the expenditure of amounts credited to a separate nominal account in the manner established by the Federal Law “On Guardianship and Trusteeship”. Cases in which the guardian has the right not to provide a report on the expenditure of amounts credited to a separate nominal account are established by the Federal Law “On Guardianship and Trusteeship”.
12.1. Hello. I am also a group 2 disabled person and I want to explain the following: According to Art. 101 of the Federal Law “On Enforcement Proceedings” social benefits, which include monthly disability payments, cannot be levied. You need to obtain a certificate from the Pension Fund of Russia office stating that the account is open to receive a disability pension and provide a certificate to the bailiff in charge of your case, he is obliged to remove the arrest from the account and return all funds collected from this account back. Good luck. IN.
If you brought your pension home, but the pensioner is not at home, what should you do?
If the postman with your pension did not find you at home, then nothing bad will happen, your pension will be waiting for you at the post office, come at a convenient time and receive it. Another thing is that for a long time you can receive money on a world card and withdraw it at your convenience or pay bills online without leaving your home. The question reminded me of a very sad story. Several years ago, a gang of gypsies was operating in our area. They specialized in robbing pensioners on the day they received their pensions. We worked with a spotter from the post office, who informed us in which village the pension was due today. They came late at night, tortured the old people and took all the money. One man left home on his retirement day and naturally received nothing. At night, the gopniks showed up and tortured my grandfather for a long time, not believing that there was no pension, they killed the poor fellow. There was a very big question for our unfortunate operatives. I know how they can track and guard at night the removal of stolen timber in order to cut money and release the loggers. And here there were robberies in villages that had only one exit in winter. That is, you sit at night in the last house of the village at the exit, where the pension was today, and wait for the car. I apologize for the digression.

The fact is that if the pensioner was not at home when the postman brought the pension directly to his house, then no one will be concerned about bringing this lost pension home to the pensioner again. The postmen hand over all the money from unpaid pensions back to the post office along with the lists, and now the pensioner himself needs to find some time to go to the nearest post office and receive the pension in person.
What should Berdyansk pensioners do if postmen stop delivering pensions?
Starting from the new year, Ukrposhta plans to stop delivering pensions to your home. In any case, such intentions were voiced by the general director of this company. But such a step will not only cause some inconvenience to pensioners who are accustomed to the postman bringing their pension to their home; it will become a serious problem for non-walking pensioners. Berdyanskie Vedomosti found out what older people should do if pensions actually stop being delivered to their homes. Delivery of pensions to Ukrposhta is unprofitable Internet publications published the words of the General Director of Ukrposhta Igor Smelyansky, who said that from January 1, 2021, Ukrposhta will no longer deliver pensions, since this is economically unprofitable. The General Director of Ukrposhta himself notes that postmen deliver pensions mainly to those who, for health reasons, cannot come to a post office or bank office or live in rural areas where there are no such offices at all. There are many such pensioners in Ukraine, almost half - 45% of Ukrainian pensioners receive pensions through Ukrposhta. Nevertheless, the general director does not intend to refuse changes that will negatively affect social services for pensioners. — Ukrposhta is forced to optimize the network built for the delivery of pensions in villages. From January 1, 2021, we will not deliver pensions, we will close 5-7 thousand inpatient departments, we will fire some of the administrative and production staff,” said Igor Smelyansky. According to him, each of the rural branches of Ukrposhta suffers monthly losses of almost 3,000 hryvnia, in particular due to the fact that pensions are delivered at rates that are below cost. Therefore, the company will focus on building a postal, logistics and financial business in cities, as well as where it is feasible and profitable. However, what exactly will happen on January 1 is unknown. “We have not yet received official explanations on this matter, and I don’t know whether postmen will stop carrying pensions from the new year,” says Vladimir Biryuk, head of the Melitopol postal center No. 4, which also serves Berdyansk and the Berdyansk region. — In any case, I believe that stopping the delivery of pensions by Ukrposhta would be the wrong step. After all, the work of the post office also has a social orientation. In many countries, postal operators even receive government subsidies for delivering mail to remote locations, but this is not the case in Ukraine. Although, in my opinion, the state is obliged to provide support to Ukrposhta so that it can continue to function fully. The head of the Berdyansk Joint Directorate of the Pension Fund, Andrei Belousov, also said that he has no official information that from January 1, postmen will stop carrying pensions.
We recommend reading: What does renunciation of Turkmenistan citizenship look like?
There is a demand for Ukrposhta services. Andrey Belousov clarifies that the Pension Fund cooperates with a dozen large banks, such as OschadBank, PrivatBank, Ukrgasbank, Raiffeisen Bank Aval - they transfer pensions to bank cards. “Nevertheless, cooperation with Ukrposhta is relevant for the Pension Fund, because not all pensioners are able to get to an ATM, and if they do get to it, then again, not everyone will be able to figure out how to use it,” says Andrey Anatolevich. Ukrposhta services continue to be in demand among pension recipients, especially in villages. And if in Berdyansk most pensioners prefer to receive their pension on a bank card, then in the Berdyansk region the situation is exactly the opposite. Thus, according to the Berdyansk Department of the Pension Fund, in Berdyansk, out of 38,500 pensioners, about 9,000 people (that is, 23%) receive a pension with the help of Ukrposhta, and in the Berdyansk region, out of 8,500 pensioners - 4,800 people (that is, 57%). This is not surprising, since in the Berdyansk region there are not bank branches, much less ATMs, in every village. As of the end of October 2021, only three branches of OschadBank operate in the region: in the villages of Dmitrovka, Osipenko and Andreevka. Moreover, there is an ATM only in Andreevka. In general, you can receive a pension at the cash desk of a bank branch by going there with your passport, but this cannot be said to be very convenient for pensioners. An elderly person, even if he lives in one of these three villages, still needs to walk to the post office - it is much more convenient when the postman brings his pension to his home. In addition, bank branches are not open 24 hours a day, seven days a week. And, for example, there are no PrivatBank branches in the Berdyansk region at all. Plans to cut post offices are also raising concerns. Although Vladimir Biryuk assures that not a single branch either in Berdyansk or in the Berdyansk region will close. But there will be fewer postmen in the area. “Since many rural post offices are unprofitable, and the work standards for postmen have changed, the higher management decided to slightly reduce the staff of postmen in villages from December 1,” says Vladimir Trofimovich. — We are still determining where exactly the reductions will take place. For example, where, due to low workload, the postman, the operator and the head of the department do not work full time, we will combine these positions so that in the end the person works full time. As a result, this will result in tax savings, since, regardless of whether a person works at 0.3 rate or full rate, income tax is paid at full rate. What should an immobile pensioner do? If postmen really stop carrying pensions, then pensioners will be able to get a bank card to which the pension will be transferred. And money can be withdrawn from the card either by the pensioner himself or by his relatives whom he trusts. The service for issuing such a card in banks is free. As OschadBank and PrivatBank explained to us, for this the pensioner will need to go to a bank branch with a passport and identification code and write a corresponding application there. But, unfortunately, not all pensioners retain a clear mind and mobility into old age. An immobile person will not be able to get to a bank branch, and then to get to an ATM to withdraw money from the card. How then can he receive the payments due to him? The press services of OschadBank and PrivatBank clarify that in this case the procedure for issuing cards becomes more complicated. For the person who will withdraw money from the card, the pensioner must issue a notarized power of attorney to open and manage a current account, including the issuance of payment cards. With this power of attorney, this authorized person must contact the bank. There, the main payment card will be opened in the name of the pensioner, and the additional one in the name of the authorized representative. According to a private notary practicing in Berdyansk, Marina Dmitrenko, she is rarely approached about drawing up a power of attorney to receive a pension or manage a bank card. But if postmen stop taking pensions home, she foresees a lot of such requests. And issuing a power of attorney is far from a free service; its cost is at least 334 hryvnia. But this is only if the pensioner himself comes to the notary. If the power of attorney will be drawn up at home, then calling a notary will be paid separately, and the notary will travel twice: the first time for an interview, the second time to actually draw up the document. Marina Rafaelyevna did not say how much it costs to call a notary to your home in Berdyansk, she only said that this service is quite expensive. The Berdyansk State Notary Service told us that state notaries, due to their heavy workload, are now not making house calls at all. “I don’t understand why, when considering the refusal to deliver pensions to their homes, they didn’t think about pensioners who, for example, after a stroke lie and don’t talk,” Marina Dmitrenko is indignant. - In such cases, the notary does not have the right to issue a power of attorney, then the relatives should formalize guardianship or trusteeship over this pensioner through the court. If an elderly person does not account for his actions, then it is necessary to declare him incompetent through the court, and then formalize guardianship or trusteeship over him. In villages, the secretary of the village council can issue a power of attorney to receive a pension or manage a bank card, and this service is inexpensive - up to two dozen hryvnia. If necessary, the secretary of the village council will go to the pensioner’s home. “It’s very bad if pensions are not carried home,” says Lyubov Kis, chairman of the Dmitrov village council. “This was good help for disabled citizens, since the postmen not only delivered pensions, but also sold essential goods to pensioners. They loaded cereals, canned food, oil, toilet paper onto bicycles and transported it all around the village. Pensioners waited for postmen like family. “Berdyanskie Vedomosti” will monitor how the situation with home delivery of pensions will develop further, and we will notify our readers about any changes in this matter.

Is it necessary to re-register a pension if the pensioner has changed his place of residence?
- Via Russian Post. In this case, the pensioner is given a pension at home, or the pension can be obtained by visiting a post office yourself. If the pensioner chooses this delivery method, then he receives the pension on the designated delivery day (for example, the third working day of the month). Delivery is carried out according to schedule, and it may happen that a pensioner receives a pension within a few days from the scheduled date of receipt.
- The pensioner can choose the delivery method through another organization. Just as when choosing the post office as a delivery provider, the pensioner is brought home with a pension, or he himself visits the delivery service.
- The pension is transferred to a current account or bank card. In the first case, the pensioner receives a pension at the cash desk.
Is it necessary to re-register a pension if the person who moved is a pensioner? The answer to this question is yes. A pensioner who has moved must notify the territorial department of the Pension Fund about his move. This must be done in order for the Russian’s pension file to be transferred to the Pension Fund department at the new place of residence.
Funds transfer process
Every pensioner has the right to receive monthly payments to a Sberbank card (hereinafter referred to as BC). For this purpose, a special bookmaker called “Social” was developed - payments are made without commission.
To transfer funds to a bookmaker, a citizen must visit a Sberbank branch and order a bookmaker. You need to have your passport details and pensioner's ID with you.
In the banking structure, an elderly person fills out a corresponding application. After signing all the documentation, the bank employee gives the pensioner a form with account details.
The commission for opening a bookmaker is 10 rubles. Card maintenance costs 30 rubles per month, with no charge for the first 90 days.
Production time for BC is 2 weeks. After 14 days, an elderly person comes to the bank to receive a BC. In addition, the citizen receives an envelope with a PIN code.
It is important to know! How to find out when your pension will be transferred?
The next step is to contact the Pension Fund. When visiting the fund, you should fill out 2 forms. One sample is stored in the Pension Fund of Russia, the other (certified) is kept by an elderly person. The form should include the following information: full name of the applicant; bank name and BC details.
The card is issued for a period of 3 years. Pension Fund employees notify the pensioner by telephone about the need to obtain a new card.
The forms should be accompanied by a copy of your work record book and a certificate of opening a bank account. The PRF reviews the documentation within 10 days. Payments are made starting next month.
It is worth highlighting the advantages of transferring pension payments to a bookmaker:
- Issuance of pensions at any convenient time of the day.
- Transfer of contributions to another Sberbank bookmaker in a few minutes.
- Payment in many stores and institutions.
- To withdraw funds you will need only 2-3 steps. For the first time, it is better to withdraw your pension from a bank, where employees can help in obtaining funds.
- In case of loss, the bookmaker can be blocked by calling the toll-free phone number 8 800 555 5550.
- Reliability – Sberbank is the largest in the country, so liquidation of the bank is unlikely.
- An expanded list of options - an elderly person will be able to pay utility bills, top up their phone balance, transfer funds to another account through the Sberbank Online application.
- Installing an additional “Thank you” program - discounted purchases of goods in pharmacies and stores.

The pension did not arrive on the card: why problems arise
Sometimes the pension does not arrive on the card due to the fact that the pensioner himself has not submitted all the necessary documents to the Pension Fund or to the bank. In this case, the relevant organization should provide you with a list of missing papers, which it is advisable to bring as soon as possible. This determines whether you will receive payment from the state on time for the next month.
- via Russian Post. In this case, either the pensioner himself goes to the nearest branch to get money, or the postman brings him money directly to his home;
- through banking institutions. This method is much more popular today, since money is credited to a special card, which can be used for payments in retail chains and for withdrawing cash from any ATM in your city.
Post Bank delays payment of pension
If you study reviews on the Internet, you can see that sometimes citizens scold Post Bank for not sending money to the card on time, and sometimes there are delays of several weeks. But the bank has absolutely nothing to do with it. It’s just that after changing the method of receiving funds, the date also changed.
What's happening:
- For example, a citizen received a pension on the 5th through the Sberbank cash desk, that is, in cash.
- He decided that it was more convenient for him to receive payment through Post Bank. He issued a card there and wrote a corresponding application to the Pension Fund.
- The 5th of the next month has arrived. But still no pension. 6, 7, 8 have passed, no receipts have been observed. The person begins to blame Post Bank for this.
- The 20th day arrives and he receives a notification that funds have been credited. The person believes that his payment was delayed by 2 weeks and begins to speak angrily about the financial institution.
But what really happened? It’s just that in this locality, pension payments through credit organizations are made on the 20th. The fact that the person was not informed about the change of date when changing the method of receipt - here we must blame the employees of the Pension Fund, who accepted the application to transfer the pension to the card. If we consider when a pension arrives on a Sberbank card, then a similar principle applies.
When you change the method of receiving a pension, the date of its issue changes. Please check with the Pension Fund for information about the new number. The bank makes transfers according to the established schedule and agreement with the Pension Fund.
What to do if your pension is delayed? Legal advice
Like almost any other official complaint, a complaint about delay or non-payment of a pension is drawn up in free form - there is no single template. Despite this, some requirements are still imposed on the contents of the document, in accordance with the Federal Law “On the procedure for considering appeals from citizens of the Russian Federation.”
So, on what days are pensions paid to citizens of the Russian Federation? The answer to this question depends, first of all, on the region in which you live. The payment schedule, as well as all the necessary information, can be found on the official website of the Pension Fund - to do this, just select the required PFR branch.
