How to fill out a migration card: a guide for foreign citizens

The Russian migration card is an important document both for citizens of other states and for people without citizenship. The paper is issued when traveling to the country for the purpose of temporary stay.

The document must contain reliable information about the foreigner, first of all, this is passport information. The presence of an MK is mandatory, since the certificate is the basis for obtaining a patent, obtaining a temporary residence permit, residence permit, job invitation, and so on.

In the absence of a migration registration card, stay on the territory of Russia is considered illegal for foreigners.

Among other things, the MK allows Russian government agencies to exercise control over foreigners staying on its territory. Border control records all entries and exits from the country.

Each migration card is assigned its own unique number, which, together with all information about the foreigner, is entered into the database. After this, the information can be used by employees of internal authorities.

Changes after Presidential Decree No. 364 of June 15, 2021 entered into force

  1. Based on the Decree of the President of the Russian Federation No. 364 of June 15, 2021, which entered into force, from June 16, 2021 until the expiration of 90 days from the date of lifting the temporary restrictions imposed by the Russian Federation on transport links with a foreign state, the period of temporary stay in the Russian Federation of foreign citizens and stateless persons who are in the Russian Federation and have citizenship of a foreign state or a residence permit or other document confirming the right to permanent residence in a foreign state, the periods for which such foreign citizens and stateless persons are registered at the place of stay, as well as validity periods of the visa and migration card (with the marks placed on them).
  2. Until September 30 inclusive, all foreigners who arrived in Russia before March 15, 2021, and who do not have legal grounds for staying in the Russian Federation as of June 16, 2021, can contact the territorial bodies of the Ministry of Internal Affairs of the Russian Federation with an application in any form and regulate their legal status or leave From Russia.
  3. The validity of temporary or permanent residence (TRP, residence permit), refugee certificates and certificates of temporary asylum for foreign citizens in Russia are suspended from June 16 to December 31, 2021 (clause 3 of Decree of the President of the Russian Federation No. 364).
  4. From June 16, 2021 until the expiration of 90 days from the date of lifting the temporary restrictions imposed by Russia on transport links with a foreign state, the six-month period of stay outside Russia for participants of the State Program, HQS, holders of temporary residence permits, and residence permits has been suspended.
  5. Until December 31, 2021, foreign citizens have the right to apply for a patent or enter into an employment contract for any stated purpose of the visit.

Filling out, issuing and receiving MK

The place where the document is issued depends on how the border will be crossed.

If it is river, railway or public motor transport, then this function is assigned to drivers, conductors and crew members. In cases where private transport is used or you have to walk to the border, the forms will be issued by a border control officer.

The official document is a form divided into two parts (A and B). The first part contains information:

  • Full name of the foreign guest;
  • personal data;

Migration card form

After filling out and passing the checkpoint, one part is retained by the officials monitoring arriving citizens. The checkpoint staff stamps the other part and gives it to the foreigner. He must keep it for the entire duration of the action. When the migrant leaves, he will need to give the form to the checkpoint employee.

The migration card form is issued for filling out completely free of charge. Any demand for money for issuing a form is illegal.

Filling rules

The rules for filling out the MK provide for entering data into both parts of the document A and B, one of which is the exit one, and the second is the entry one. The document must be filled out by the foreigner in person. A prerequisite is compliance with passport data. In this case, the use of the Latin alphabet is permitted. When entering information, errors and corrections are not allowed.

Entry into and exit from the country is marked by officials in a specially designated box when passing through border control.

An important point is to check the authenticity of the document. To do this, the information is checked against the Ministry of Internal Affairs database.

Where can a foreigner entering Russia obtain a migration card?

Almost every foreigner applies for a migration card. A migration card form is issued:

  • for foreigners traveling by their own transport or entering on foot - at the border control checkpoint;
  • traveling by train, bus or plane - either while on the road by employees of the carrier company, or upon arrival by a border control officer.

The migration card does not require payment. If a person manages to lose it, you can get a copy of the migration card from the FMS without a fee.

The most common mistakes when filling out MK

When filling out the migration card, you must not make mistakes. The most common of them are:

  • Typos.
  • False purpose of trip.
  • Incorrect deadlines.

For such actions, an administrative fine is imposed, and documents issued on the basis of the MC are subject to cancellation. These papers include: work permit, patent for individual activities, residence permit, temporary residence permit and a number of others.

It is necessary to understand that for the correctness of filling out the paper and the truthfulness of the data indicated, responsibility falls entirely on the foreigner who signed the document.

There are exceptional cases in which the card is extended:

  1. When granting a patent for a work.
  2. Upon presentation of documents confirming admission to the university.
  3. When applying for citizenship or obtaining a temporary residence permit.
  4. When providing medical certificates confirming the need for emergency treatment due to the disease.
  5. Pregnancy.

Circumstances allowing the extension of a migration card are taken into account after the presentation of supporting documents. Each permissive circumstance must be documented.

Indication of the purpose of the visit

In the line where the purpose of the trip is filled in, it is important to indicate truthful information. In addition, if you plan to search for work in Russia, then work must be indicated as the purpose of the visit. Otherwise, there will be no possibility of obtaining a patent or permission.

You cannot change the target direction in the document. In order to stay in the country, you need to go to the border to update your MK. In other words, in the case where a tourist trip is written in the “purpose” column, it will not be possible to officially find a job or obtain a patent with such a document. With such a record, you can only get a job in Russia illegally.

Validity period of the migration card

The duration of the MC is set in accordance with the law of the Russian Federation and on the basis of international contracts between Russia and other states.

For foreign citizens traveling from countries with a visa-free regime, a stay of 90 days is provided. In this case, registration with migration authorities is mandatory.

The maximum validity period of a migration card is one year from the date of registration of the document.

In order for the card to be valid for 3 months, a foreigner must register within the first week of arrival in the country.

A further extension of the stay by 9 months is subject to the conclusion of an employment contract with subsequent registration of a patent.

Extension of the MK for a longer period, subject to legal stay in the country, is not provided for by law.

The natural question is: where to go when the document expires? In this case, the foreign citizen must cross the border in order to extend his temporary stay in the Russian Federation, and then return to the state.

In other words, when the validity period of the migration card expires, legal stay in the country can be ensured by receiving a new card at the border, leaving its borders and entering back.

While on the territory of the country, you can only extend your temporary stay in Russia.

In this case, it is envisaged to submit an application to the migration department describing the reason on the basis of which the decision on extension will be considered.

Reasons for extending the applicant’s temporary stay in Russia may include:

  • Registration of a patent.
  • Obtaining an invitation or permission to apply for a job.
  • A medical certificate indicating that the citizen is seriously ill and cannot travel.
  • Pregnancy.
  • Availability or receipt of a temporary residence permit.
  • Registration of citizenship.
  • Studies.

After concluding an employment contract, a foreigner has the right to submit an application to the Main Directorate for Migration Affairs to extend the migration document for exactly one year.

The following papers will be required to be prepared and submitted to the Department of Migration Authorities:

  • Applications for renewal of a migration card, certified by the personal signature of the applicant (applications can be found here).
  • Employment contract, copies.
  • Passports of a foreign citizen.
  • Patent.
  • A valid migration card.
  • A payment receipt, which is proof of payment of the fee.

Extension of the labor contract by the employer provides for the preparation of the following documents:

  • Petitions for extension of the MK.
  • Certificates confirming that an employment contract has been concluded between the employer and the foreign citizen.

The employer must submit the package of papers to the Main Directorate for Migration, where the inspector will check the correctness of the data entry and the authenticity of the documents.

The decision may be influenced by the presence of offenses. If, when checking documents, no errors are identified, there is no falsification and there are no problems with the law, then an employee of the Ministry of Internal Affairs puts a mark on the migration card.

How to fill out an MK in Russia: rules for filling it out

  • preference should be given to a ballpoint pen with blue or black ink;
  • Russian or Latin letters.

Specific purpose of visiting the state

All possible purposes of arrival in the country are listed on the form. A foreign citizen may arrive in Russia for the purpose of:

  • training;
  • employment;
  • tourism.

There are options for arrival on official or commercial business, as well as transit. The person filling out the card will only need to highlight the selected option. In this case, the purpose of the visit must coincide with the type of activity on the territory of Russia.

You must accurately indicate the purpose of arrival, since it will no longer be possible to correct the information on the form. It will be possible to obtain a new document only upon subsequent re-entry into Russia.

What to write in the “Purpose of visit” column in MK?

Indicating the correct purpose of the visit is extremely important, since subsequent permitting documents will be issued based on the MK data.
In particular, if a foreign citizen mistakenly indicates the purpose of “study” or “tourism”, he will not be able to officially find a job. If his type of activity contradicts the data on the migration card, this will be considered an administrative violation. Article 18.8 of the Code of Administrative Offenses of the Russian Federation provides for a fine of 2000-5000 rubles, or worse, deportation. As a rule, government delegations choose the official purpose of the visit. The tourist purpose is indicated by those arriving with cultural and educational intentions, for sightseeing and recreation. Commercial purpose is provided for businessmen arriving for business events. Transit means passing through the territory of a country with the purpose of entering other border countries. A private purpose may be due to the need to receive treatment or visit friends or relatives.

How to change the purpose of a visit to MK?

It will not be possible to make changes to an already completed MK. Therefore, it is so important to provide reliable information that corresponds to reality. To get a new form, you will need to leave Russia and then return back.

Important! All information must be written down in neat handwriting; you must not make mistakes and correct them yourself. If a migrant does not speak Russian, you can use Latin letters.

Indication of the inviting individual or legal entity

In the column “Information about the inviting party,” the legal form of the person, if it is a company, and the name (for example, Romashka OJSC) are indicated. The inviting locality is indicated (for example, Novosibirsk).

The columns concerning personal data are filled in on the basis of an identity document. In the “purpose of visit” section, several options are given to choose from. The purpose of the visit should be stated honestly. When issuing the accompanying permits, the MK information will be taken into account. There shouldn't be a contradiction. The column “information about the receiving party” indicates the individual or legal entity, as well as its location. There is no need to write anything in the space for service marks. There will be a seal there.

Loss and delay of MK

If the validity period of the MK has expired, then the foreign citizen must pay a fine for late document in accordance with Article 18.8. In some cases, he may be deported from the country for a certain period of time without the right of return.

The fine for late payment can vary from 2000 to 5000 rubles. In St. Petersburg, Moscow, Moscow and Leningrad regions, the amount of fines may be 7,000 rubles.

In case of loss of a migration card, a duplicate is provided. To do this, a foreign citizen is required to write a statement to the police in order to obtain a certificate of the fact of the loss of the document.

Then he needs to take this certificate, passport and write an application to the Department of Internal Affairs, where the inspector will check the applicant’s data against his database and issue a duplicate MK.

Replacing a migration card

If there is a need to replace a migration card, when a foreign citizen needs to indicate another purpose for staying in Russia, the best option would be to go to the border. Crossing the border is a legal way that guarantees receipt of an official document.

To do this, a foreigner just needs to leave the country for his homeland and come back. This can be done either independently or through an agency.

Re-issuance of a migration card at the border is free of charge.

As for purchasing a migration card from various companies offering similar services, you cannot use them.

There is a real risk of buying a fake document, for which an administrative fine is provided. All data will be necessarily verified with the information entered into the Ministry of Internal Affairs database, and the falsification will certainly be detected.

In some cases, for such actions a foreigner may be expelled from the country for several years.

Migration card for residents of the DPR and LPR

Citizens of the Donetsk and Lugansk People's Republics are required to fill out migration cards on a general basis if they are citizens of Ukraine. When crossing the Russian border by a Ukrainian citizen living on the territory of the DPR and LPR, the migration card must be filled out on a general basis. The only exception is that, in accordance with Decree of the President of the Russian Federation dated February 18, 2017 No. 74, passports of citizens of the LPR and DPR are temporarily recognized on the territory of the Russian Federation as official identity documents.
