Romania is a country located in southeastern Europe. This country will join the European Union in 2021, so Romanian citizens are full EU citizens. This gives holders of Romanian passports the right to work, study, live and rest without restrictions in every country that is part of the European Union.
In 2007, Romania joined the European Union
The company Emigrare https://emigrare.md/kontakty/ will help you obtain Romanian citizenship.
People who have preferential rights to issue and obtain Romanian citizenship are especially lucky. These include 32% of the population of Moldova and part of the residents of Russia and Ukraine.
Such amendments to the country’s legislation were adopted in 2009, initiated by the Romanian president. Thus, some people may emigrate to Romania.
Grounds for conferring citizenship
In order to become a full citizen of this republic, a foreign resident must have grounds (birth on the territory of this state, residence for a long period of time, investment in economic development, marriage, etc.).
Obvious advantages of Romanian citizenship
There are certain conditions for obtaining a Romanian passport. You can apply for citizenship of a country in the following cases:
- Obtaining citizenship by birthright. A child born in Romania, as well as abroad, with at least one parent who is a citizen of the country, has every right to acquire citizenship. Also, foster children who were adopted by Romanian citizens receive Romanian citizenship.
- Repatriation. Every person who has once lost Romanian citizenship can restore it if desired. In addition, children and grandchildren of former Romanian citizens can obtain citizenship through repatriation.
- Naturalization. If a foreigner has been living in Romania for 8 years as a permanent resident, then he has the full right to submit documents for citizenship.
- Marriage. By marrying a citizen of Romania, it is possible to obtain citizenship after 5 years of residence in an officially registered marriage.
In addition to marriage, there are several other options for reducing the minimum period of residence in the country:
- The applicant is a citizen of another European Union country.
- Obtaining refugee status.
- Investments with a minimum amount of 1,000,000 euros.
Also, do not forget that to obtain citizenship you must know the Romanian language at least at an elementary level, know the constitution, anthem and culture of the country. The Romanian government considers this necessary for integration into society.
Repatriation and restoration of Romanian roots under the 1991 law and its amendments
Repatriation is the process of returning native Romanians to their homeland.
If a person or his ancestors had Romanian citizenship in the past, but for some reason lost it, according to the 1991 law and its subsequent amendments, they can re-apply for citizenship status under the repatriation program.
The legislation of Romania, after the amendments made, allows the granting of citizenship to all people who lived in Moldova until 1940, since until that time this territory belonged to the Romanian state.
Also, the grandchildren and children of those who were forcibly deprived of citizenship in accordance with the Secret Protocol signed between the USSR and Germany have the right to restore Romanian citizenship.
Consequently, this version of the law covers most of the residents of Moldova and people who lived in some regions of Ukraine. Therefore, Romania is one of the European countries where it is easiest to go for permanent residence in Europe.
By right of birth
According to the Romanian Citizenship Law, obtaining a Romanian passport in 2021 is regulated by Legislative Act No. 21, which was adopted on March 1, 1991. Children whose parents or one of them is a resident of the Romanian Republic by birth can become citizens.
You can familiarize yourself with this law on the official website of the Romanian Embassy in Russia https://moscova.mae.ro/ru/node/1149.
Citizenship is assigned to a newborn regardless of the country in which the child was born. But there is one peculiarity. If one of the parents has citizenship of another country, then he is obliged to give his written agreement that the child will be assigned Romanian citizenship.
Sample birth certificate in Romania
Citizenship by birth is also granted to minor children (under 18 years of age) who were found within the Romanian Republic. A found child will be granted citizenship only if his parents are not found.
Adoption
The procedure for adoption of children with another citizenship under the age of 18 is also accompanied by the mandatory assignment of Romanian citizenship. But adopted children in 2021 can receive a Romanian passport only if they are adopted by people who have the status of a Romanian citizen.
When adopting a foreign resident over 14 years of age, the assignment of Romanian citizenship is carried out only with the consent of the child himself. If the child is younger, citizenship is assigned automatically.
Obtaining citizenship through naturalization
Obtaining citizenship on the basis of naturalization is possible only if a person has lived in the territory of this republic for at least 5 years and has a constant source of income. If a person, during his residence in Romania, was absent from the country for more than 6 months a year, this year is not counted towards the total period of residence.
Marriage
Sample marriage certificate in Romania
Documents for the marriage of a foreign resident and a citizen of the Romanian Republic in 2021 are submitted to the branch of the Central Civil Registry Service of the Directorate for Registration of Persons and Maintaining Databases. Marriage can take place in any country; this does not in any way affect the acquisition of citizenship.
After marriage, a foreign resident is issued permanent residence for a period of 3 years. After the expiration of the permanent residence permit, the foreigner has the right to apply for the assignment of Romanian citizenship.
Investment and citizenship
According to the law, if a foreign resident invests more than 500,000 euros in the development of the Romanian economy, then he has the right to apply for citizenship status not after 5 years, but after 2.5 years.
When starting your own business with a capital of at least 100,000 euros, a passport can only be obtained after 5 years. In addition to opening a business, a foreign investor is required to provide at least 15 jobs.
Job seekers at a board with vacancies in Romania
But it is worth noting that opening your own business in Romania is quite problematic. The investor will have to provide a project for the enterprise, then prove to the commission that he has the funds to implement the project. If the project is approved, then the investor himself is checked by government agencies of the Romanian Republic.
After opening his own business, a foreign resident is first granted a residence permit in this country for a period of 12 months, and then permanent residence for the entire subsequent period of stay in the republic.
Investors are not limited in their choice of industry. They are allowed to open their own businesses in any industry, but the most popular areas for doing business in Romania in 2021 are:
- Metallurgy.
- Shipbuilding production.
- Agricultural sector.
- Scope of service provision.
Grounds for obtaining Romanian citizenship
Naturalization
Any foreigner who has lived in the country for at least 5 years can apply for Romanian citizenship. However, you can stay abroad for no more than 6 months.
Children under 18 years of age become Romanian citizens together with one of their parents.
Family reunion and marriage
Spouses of Romanian residents can apply for citizenship no earlier than 3 years after marriage. In this case, it is necessary to live in Romania for at least 3 years and run a joint household.
If one of the spouses has received Romanian citizenship, then his other half can obtain a national visa and come to Romania. After 5 years of residence in the Balkans under a residence permit/permanent residence permit, the spouse will also be able to apply for Romanian citizenship.
By birth
Romanian citizenship is automatically granted to children whose parents are Romanian nationals. A child can also apply for citizenship if at least one of whose parents is a Romanian resident. In this case, the place of birth of the baby (in Romania or abroad) does not matter, but the second parent must agree to the child receiving Romanian citizenship.
Separately, the law stipulates the provision of Romanian citizenship to a child found on the territory of the country whose parents could not be identified. A child adopted by Romanians also becomes a resident of Romania.
Having Romanian roots
From 1918 to 1940, Romania included territories that now belong to Moldova and Ukraine (Chernivtsi and part of the Odessa region). Those born in these territories in 1918-1940, three generations of their adult descendants and minors from the fourth generation have the right to obtain citizenship “by roots”.
To obtain Romanian citizenship “by roots”, it is necessary to provide evidence of the birth of an ancestor in Moldova or the Chernivtsi, Odessa region of Ukraine and the entire chain of the family tree (birth certificate, marriage certificate).
Stages of obtaining and processing Romanian citizenship upon repatriation
To obtain Romanian citizenship, you need to go through all stages of the procedure. These include:
- Collecting documents and checking them. At this stage, the fact of the presence of Romanian roots is also established. All papers will be translated by a specialist into Romanian, after which they must be certified by a notary office. Such work takes from 3 to 4 weeks to complete. You can submit documents in Russia or Romania. Personal presence is not required.
- Next, you need to submit the translated and legalized papers to the Ministry of Justice of Romania. After this, the candidate for citizenship will be issued a stamped coupon. It will indicate your full name, registration number and date of submission of the documentation.
- Then you need to monitor the official ANC website using the Dosar number for the release of the order on your case for the restoration of citizenship. This procedure takes from 12 to 20 months.
- Oath. At the place of official registration of the candidate, a letter is received stating that he is required to appear at the process, during which he is obliged to take an oath of allegiance to Romania. On this basis, the applicant will be issued a certificate confirming citizenship.
- The fourth stage is the registration of a birth certificate according to the model established in Romania. The processing time varies from three to six weeks.
- Then you will need to go to Bucharest to apply for a passport. To do this, you will need to collect all the documents and attach a photo.
Documentation
To obtain citizenship of a given European country, you will need to prepare a certain list of documentation.
Russian citizens must submit the following package of papers:
- Civil passport and photocopies of all its pages;
- International passport;
- Birth certificate for the candidate, as well as his mother and father (photocopy);
- Parents' marriage certificate (photocopy). If they separated, then a copy of the certificate is required to confirm this;
- Prepare in advance a document confirming your lack of criminal record in Romania;
- An extract on the absence of a criminal record in the state of which you already have citizenship;
- A completed statement confirming that similar applications for registration of citizenship were not submitted to other embassies. The document must be certified by a certified notary. In the application you must indicate your desire to retain your existing citizenship, or register a refusal;
- An additional statement containing confirmation that the applicant does not intend to carry out illegal actions that could undermine state security or disrupt the smooth life of Romanian citizens. The confirmation must indicate that such actions were not carried out in a country of which the person is already a citizen.

Procedure for obtaining Romanian citizenship in 2021
Romanian passport
Documents for obtaining citizenship are submitted to the Citizenship Directorate of the Romanian Ministry of Justice. Its offices are located in Bucharest, Iasi, Galati, Timisoara, Suceava. Applicants for citizenship “by roots” can submit documents at the consular departments of the Romanian embassies in the country of residence. Pre-registration is required to submit. Often the waiting period is several months.
For verification, all documents are sent to the central office of the Directorate in Bucharest. Cases of potential immigrants are considered in an electronic queue.
If the decision is positive, an order to take the oath is issued. After taking the oath, the new resident receives a certificate. On its basis, a Romanian birth certificate is issued (up to 2 months). This is followed by obtaining a Romanian passport (up to a month), and only then issuing a Romanian identification card and driver’s license.
Requirements for an applicant for citizenship
In addition to the period of residence or “roots”, an applicant for Romanian citizenship must:
- convince of loyalty to the Romanian state and people;
- have legal financial sources sufficient to live in Romania;
- speaks Romanian sufficiently for integration into society;
- has no criminal record in Romania, the country of origin and the European Union.
Is knowledge of the Romanian language required?
There are no official requirements for passing a language proficiency exam. However, the oath will need to be taken in Romanian, and preferably without an accent.
Potential residents of Romania undergo a kind of language proficiency test at the time of taking the oath. This happens individually. A member of the commission communicates with the new citizen in Romanian. If the person taking the oath understands simple sentences like “Come”, “Sit down”, etc., then there will be no problems. If the applicant does not understand simple phrases, then more complex questions follow. If there is obvious ignorance of Romanian, the official may decide to suspend the oath and, accordingly, not issue a certificate.
Knowledge of the Romanian language at least at a minimum level is required.
Obtaining residence permit and permanent residence
Romania issues residence permits to those who want to study and work legally in the country. You can also obtain a residence permit to reunite with your family. There is also a residence permit for investors/businessmen, but it is difficult to obtain due to complicated bureaucratic procedures. The first residence permit after entry on a long-term national visa D is issued for a year and then extended. After 5 years of residence on the basis of a residence permit, you can apply for permanent residence.
Collection and submission of documents
Documents for Romanian citizenship must be submitted in person. In exceptional cases, submission by notarized power of attorney is allowed.
Those wishing to become citizens of Romania must provide:
- Application for citizenship;
- Your internal and international passport;
- Your birth certificate, parents, grandparents, marriage, divorce, death certificates;
- Certificate of good conduct;
- Confirmation of legal residence in Romania (3 or 5 years depending on the grounds for the application);
- Confirmation of legal income (salary, business, spouse’s income).
Documents must be translated into Romanian and notarized. Copies are submitted first. After receiving a preliminary positive response, the originals are provided. If everything is stated correctly and they comply with the requirements of the Law, then an order is issued to take the oath.
Oath
In Romania, the oath is taken only in Bucharest. It is a mini-interview for 5-7 minutes. The conversation is only in Romanian. The text of the oath is also pronounced in Romanian. When memorizing a text, it is important to pay attention to the difference between the text for women and men.
Repatriates “by roots” can take the oath at the embassy in the country of residence. The oath is taken by the consul, who, like officials in Bucharest, evaluates the knowledge of the Romanian language.
Time frame for obtaining citizenship
The fastest way is to obtain Romanian citizenship “by roots”. By law, it should take no more than 3 months. In practice, the waiting period can last up to 2 years. This is due to the large number of applicants, the need to check documents, receive an answer from European authorities about a criminal record in the territory of the European Union, about the legality of crossing its borders.
How much does the official registration cost?
Submitting documents to restore Romanian citizenship “by roots” is free both at the Office of Citizenship Affairs in Romania and at diplomatic missions abroad.

Disadvantages of Romanian citizenship
Making a decision to obtain citizenship of a European state is definitely not a minus, since you are investing in yourself and the future of your children. However, the conservative-minded part of society, combined with state propaganda, may call your decision unpatriotic and may even condemn you behind your back. In such cases, it is important to remember one thing - this is your life, the life of your family, their well-being and desire for a decent existence. But it’s definitely not worth looking back at the rest, much less taking everything to heart.
Also, you need to understand that the process of obtaining citizenship itself will require your active participation, which is associated with financial and time costs. However, the right choice of a company providing services in obtaining Romanian citizenship will optimize costs and allow you to go through all the stages comfortably and without stress.
As you can see, Russians who decide to obtain Romanian citizenship have a real chance of successfully becoming a European citizen in just 2 years, without investing hundreds of thousands of euros on absolutely legal grounds.
Advantages of obtaining Romanian citizenship
Romanian citizenship allows you to get a lot of advantages and prospects, which include:
- If a foreigner becomes a citizen of Romania, then he is actually accepted into the citizenship of the European Union. This means that he automatically receives the full right to travel around Europe without a visa, to live, work, study, receive medical services and all other privileges that are due to EU residents. In accordance with this, you will be paid a high European pension and provided with high-quality medical care.
- You can start processing to obtain Romanian citizenship without leaving Russia or another country where you are a resident. That is why you don’t have to change your already established way of life. You will need to come to Romania to obtain your passport and have your photograph taken at the appropriate location;
- The most important advantage is that Russians, Ukrainians and Belarusians do not have to renounce the citizenship of their country. The person can remain a legal citizen of his native state and will be able to obtain Romanian citizenship. This is officially and legally permitted.
For more information about the benefits of a Romanian passport for Russians, read the article “What gives Romanian citizenship” on our website.
Is dual citizenship of Romania and Russia allowed?
The Romanian government allows its citizens to have dual citizenship. This means that you do not need to renounce your previous citizenship when applying (if your home country also allows dual citizenship, of course).
Holders of two passports are no different from ordinary Romanian citizens: they have the same rights and obligations.
Deadlines
The period for obtaining citizenship by repatriation is about 2 years. This period takes from 20 to 26 months. This is the fastest opportunity for Russians, Ukrainians and residents from former USSR countries (if there are reasons and Romanian roots) to obtain a passport from one of the European Union countries.
If you wish, you can use the services of specialized companies, but they will not be able to carry out the procedure for obtaining citizenship much faster.
How to obtain Romanian citizenship for Russians?
An applicant can obtain Romanian citizenship in various ways, each of which provides for certain conditions. In practice, a passport of this country is awarded in one of the following cases:
- obtaining Romanian citizenship by a Russian in a simplified manner through business immigration to the country;
- issuing a passport using the standard method through naturalization in the country without relatives and roots present;
- obtaining Romanian citizenship by the applicant in a simplified manner through marriage with a citizen of this country.
Do you want to be guaranteed to obtain a residence permit, permanent residence, or citizenship in another country?
See the rating of reliable migration companies! In each individual case, you will have to prepare the necessary documents to obtain a passport, pay the fee, and also meet the established requirements.
Important! In any situation, you will first need to obtain a residence permit, which is issued for 5 years, after which it changes to permanent residence.
Simplified
The easiest way to move to this country is to open your own production, or invest an amount of 1 million euros in the development of an existing enterprise. In such a situation, the purchase of bonds is also allowed. If all conditions are met, the period of stay in the country with a residence permit is reduced to 2 years. Subsequently, access becomes available to obtain permanent residence for 5 years, and then obtain citizenship of this country.
Without roots
If you have Romanian origin, the process of obtaining citizenship is significantly shortened, however, if there are no relatives and no investment opportunity, then you will have to resort to the naturalization process. This is the longest time-consuming option for obtaining a Romanian passport. You will have to reside in the country for 5 years with a residence permit, as well as for 5 years with a permanent residence permit. Only after 10 years of residence can you apply for citizenship. The citizenship process itself can take 12-18 months.
Through marriage
Having relatives on the territory of this country, and also marrying a citizen of the state, can qualify for accelerated granting of citizenship. In such a situation, you can begin to register citizenship 4 years after your stay in the country and official marriage. The process of receiving a Romanian passport itself is no different from naturalization. After submitting the documents, registration takes place within 12-18 months (can stretch up to 2 years).
Important! Regardless of the chosen method of obtaining citizenship, there are a number of conditions that must be met, including the absence of offenses and long-term travel outside the country.
Is it possible to refuse Romanian citizenship?
In order not to be refused, you must confirm that your ancestors were citizens of Moldova or Romania. In accordance with the law, they are not deprived of the right to restore citizenship, even if they were resettled in pre-war times to Kazakhstan or Siberia.
Close relatives include father, mother, grandparents. It is worth considering that only relatives up to the third generation can take advantage of this right.
The company Emigrare https://emigrare.md will help you collect, correctly translate into Romanian and prepare all documents for submission to obtain citizenship.
Applying for a Romanian passport
This is what a Romanian passport looks like
On average, obtaining a Romanian passport takes about a year. But this period may increase to six months, depending on the availability of the necessary papers and the place where the application for citizenship is submitted.
If you submit documents in Romania itself, the process is faster.
Initially, photocopies are submitted for consideration; the originals will be required when a positive decision is received regarding the issuance of citizenship to a foreign person.
The procedure for obtaining and restoring citizenship is very similar.
The difference is that upon restoration you need to submit documents confirming the presence of Romanian roots. Upon assignment, you will need to present a document and evidence that the person has been living in Romania for at least 5 years.
Sample Certificate of Citizenship in Romania
List of required documents
For preliminary review of the application, the following documents are submitted:
- Certificate of birth of a foreign resident.
- Birth certificate of ancestors up to the 2nd generation. If they died, then a death certificate is submitted. Documents are necessary to establish kinship and citizenship; it is likely that the applicant’s ancestors could have Romanian roots, in which case the procedure for conferring citizenship is accelerated on the basis that the applicant is a descendant of the Romanian people.
- A certificate confirming that a foreign resident has no criminal record in his home country.
- Internal passport.
- International passport.
- Application for citizenship.
All papers are submitted in copies to the Romanian embassy in the country of actual residence of the foreign resident.
Those who are in Romania can apply for citizenship in Bucharest or Iasi. In Bucharest, papers can be submitted to the address: Blanari, 25.
An important aspect is the fact that all copies will need to be translated into Romanian and the translation must be notarized.
If a positive decision is made regarding the assignment of citizenship, then in this case the original documents are submitted to the Ministry of Justice. Then, within 12 to 18 months, an order must be issued on the taking of the oath by a foreign resident. The order must be tracked independently on the official Romanian website https://cetatenie.just.ro/index.php/ro/.
This is what the main page of the site https://cetatenie.just.ro looks like
Taking the oath
The oath can take place both in Bucharest and at the Embassy of the Romanian Republic in the country of actual residence of the foreign resident. The oath is taken strictly in Romanian. After acceptance, the foreign resident is issued a certificate on the basis of which he can draw up all other documents.
After taking the oath, the foreign resident will need to apply for a Romanian birth certificate. The certificate is issued within 2 months. After issuing the certificate, papers are submitted to obtain a biometric passport of a Romanian resident in Bucharest.
On average, a passport is issued within 2 weeks. After obtaining a passport, a foreign resident has the right to obtain an identification card or driver's license.
Sample driving license in Romania
On average, processing all documents will cost 1,200 euros.

Features of obtaining citizenship for Russians
Citizens of the Russian Federation are required to submit documents at the Romanian Embassy or Consulates General. They can also submit papers for consideration in Bucharest if they are personally present in Romania at the time of filing the application.
When submitting documents in Romania itself, their review is faster.
Embassy and consulates of Romania, where you can officially apply for citizenship in Russia
You can submit papers in cities such as:
- Moscow. In this city there is the Embassy of the Romanian Republic at the address: Mosfilmovskaya street, building No. 64 (not far from the Kyiv metro station). Phone number: 499-14-30-424. Opening hours: from 11.00 to 13.00. Working days: Monday, Wednesday, Friday.
- Saint Petersburg. In this city there is the Consulate General of the Republic of Romania on Gorokhovaya Street, in building No. 4 (near the Nevsky Prospekt metro station). Phone number: 812-31-26-141. The consular section is open from 11.00 to 16.00 on Monday, Tuesday, Thursday and Friday.
- Rostov-on-Don. The Consulate General is located at the address: Seventh Line Street, building No. 18/39. Phone number: 863-25-30-861.
After submitting the papers and receiving a positive answer, you need to go to Bucharest. To travel, Russians will need to open a Romanian visa. Entry into Romania with a Schengen visa is also allowed.
Upon arrival, Russians undergo the procedure for obtaining citizenship in the standard manner.
Features of receipt for citizens of Moldova
This is what Romanian and Moldovan passports look like
If relatives, namely grandmother, grandfather, father or mother of a foreign resident, were citizens of Moldova before 1940, then the foreigner has the right to file a petition for the assignment of citizenship on the basis that Moldova was part of the Romanian Republic until 1940.
To obtain a passport on this basis, you will need to provide documents from your ancestors confirming that they were born and lived in the territory of this state before 1940.
Refusal
Generally, denial of Romanian citizenship is very rare, although there have been cases where foreign residents have been denied citizenship.
- The first thing people pay attention to is the behavior and adequacy of the foreign resident. If he behaves inappropriately while submitting papers or taking the oath, then the registration procedure may end in refusal.
- Also, the refusal may be provoked by the fact that the foreign resident was subject to deportation from the countries of the European Union for various reasons: non-payment of fines, violation of the migration regime, violation of current legislation, etc.
- Providing an incomplete set or unreliable documents that confirm the presence of Romanian roots. There are many scammers on the Internet who draw documents for people who have no reason to obtain a Romanian passport. Therefore, be careful when asking for help in obtaining citizenship.

Is knowledge of Romanian required?
A minimum knowledge of the Romanian language is mandatory when obtaining citizenship, since it is in this language that the oath is taken. The interview with the consul is also carried out in this language. It is not difficult to learn the text of the oath and the basic necessary phrases in Romanian; 5 to 15 lessons are enough.
In recent years, amendments to the citizenship law have been adopted, which have simplified the language requirements for those regaining Romanian citizenship upon repatriation.

What documents are needed to obtain a Romanian passport?
Be sure to watch this short video! (3:01 min.)
Recent Levada Center surveys confirm that more than half of Russian residents are seriously considering obtaining EU citizenship for themselves and their children. The EU Immigration Service team is absolutely confident in the right of every person to live freely in a modern democratic society, regardless of their nationality, place residence, age, gender and social status. Therefore, for more than 5 years we have been helping Russians obtain a Romanian passport and EU citizenship using a simplified procedure.
Our specialists, who have extensive experience in successful practical work, have prepared recommendations and a complete list of documents that the Romanian regulatory authorities require from an applicant for citizenship.
Romanian Open Door Program
Over the past decade, the government's repatriation program for descendants of ethnic Romanians has been considered the undisputed leader in immigration offerings for former Soviet residents from Russia, Ukraine, Belarus and Moldova.
Applicants for restoration of citizenship of the country according to a simplified scheme are spared the need to:
— pass an in-depth exam on knowledge of the language and history of Romania;
— invest in the country’s economy;
- reside continuously in the country for eight years;
- renounce existing citizenship.
And the process of obtaining citizenship as of December 2021 takes only about 2 years.
The basic condition for participation in the program, which must be confirmed by the documents required for a Romanian passport, is the fact of birth of the applicant (or his direct ancestors up to the third generation) on the territory of Romania in the period 1918-1940. During these years, the state of Greater Romania included the territory of modern Moldova, as well as the south of the Odessa and Chernivtsi regions of modern Ukraine. Many residents of these regions suffered from mass deportations and relocations to other areas. This sad fact is today recognized as a legal basis for the restoration of citizenship lost against one’s will.
But what kind of papers are required?
All documents for a Romanian passport
The list of required papers is determined by the chosen method of obtaining citizenship:
— the standard naturalization program is designed for 8+ years and is intended for foreigners without Romanian roots;
— a simplified scheme aimed at the descendants of ethnic Romanians, designed by law for 5 months, but in practice is implemented in 1.5-2 years.
Let's take a closer look at the simplified diagram.
The eleventh article of the Romanian Citizenship Law establishes that an applicant for participation in the citizenship restoration program must confirm that at least one of his direct ancestors was born within the borders of Romania before 1940 - that is, make a “documentary chain” from Romanian relatives to himself and his family. children.

How to apply for Romanian citizenship
The prepared package can be submitted both to the Romanian Ministry of Justice in Bucharest and to the consular department of the embassy at the applicant’s place of residence. The advantage of the latter method of providing documentation is that there is no need to travel to the Balkan republic; the disadvantages are:
- longer period for consideration of the case;
— issuance of a temporary case number.
The main advantages of filing with the Ministry of Justice are:
— there are no restrictions on the place of subsequent permanent residence;
— shorter terms for consideration of the case;
— instant issuance of a permanent case number.
Features of the procedure for restoring Romanian citizenship
- EU Immigration Service experts remind:
The procedure for obtaining a Romanian passport necessarily includes two basic stages, consisting of several steps. At the first stage, the citizenship of the country is restored, at the second stage, internal and external documents are processed on the basis of the acquired Romanian citizenship.
- Stage I
The documentation package (Dosar) is submitted to the Ministry of Justice, the Romanian embassy or consulate. The case is assigned to a specific Romanian official who:
— analyzes the submitted package of documents;
— collects and checks additional documentation on the applicant;
— provides a written report on the results of the analysis to the commission, which collectively makes the final decision.
The commission reviews the case, checking the legality of all papers and the level of compliance of the applicant with the conditions of the repatriation program.
If the decision is positive, the case is sent to the president of the country for signature. And if there are any doubts about the authenticity of the documents or other nuances, work with the documents continues.
The order on the restoration of citizenship signed by the president serves as the basis for issuing an order posted on the official resource of the Ministry of Justice.
The applicant takes an oath to the state of Romania and receives a Certificate of Citizenship (Certificat de cetatenie Romania).
- Stage II
Based on the Citizenship Certificate, official Romanian documents are issued:
- birth certificate;
- Marriage certificate.
After receiving these documents, the applicant begins the procedure for obtaining an internal and/or external Romanian passport.
Differences between internal and external Romanian passports
The Romanian passport provides its holder with all the benefits of European Union citizenship:
