Why do you need a migration card?

The registration of foreign citizens arriving in Russia is carried out by the Federal Migration Service. The document contains information concerning a representative of a foreign state who crosses the border. Having a migrant card is mandatory for residents of another country who arrived in Russia for the purpose of living or working.

With its help, the Ministry of Internal Affairs keeps records of the number of arrivals from other countries and monitors their timely departure. The document receives an individual number, previously entered into the Ministry of Internal Affairs database. The absence of a card on a foreigner indicates that the border crossing was illegal.

Having a document makes it possible to obtain:

  • registration (temporary type);
  • patent for labor activity;
  • permission to reside in the country according to the period established by law.

A mandatory addition to the migrant's card is the person's identity card.

What is a migration card

Migration card (in jargon - migration card) is a document that contains all the basic information about a foreigner entering Russia: full name, purpose of visit, passport and visa number, date of birth, gender, citizenship, length of stay in Russia, receiving party.

Each migration card has a unique number - upon entering Russia, a border guard officer enters it into the foreign citizens registration database, the data in which is updated every hour. Thanks to this accounting database, information about a foreigner becomes available to the Ministry of Internal Affairs.

A foreigner must present a migration card in the following cases:

  1. If he registers, that is, registers with the migration authorities at his place of residence.
  2. If you apply for a work permit or a patent.
  3. When receiving a temporary residence permit (TRP) or residence permit (RP).

Procedure for applying the document

A person who arrived in the Russian Federation from another country is registered. The procedure is carried out by a division of the Main Directorate for Migration of the Ministry of Internal Affairs. After putting the required mark in the notification, it is returned to the applicant. The document received in hand confirms registration.

Border control authorities or representatives of organizations providing transport services are responsible for the procedure.

The card contains the following personal information:

  1. Full Name.
  2. Citizenship.
  3. Possible period of stay in the country.
  4. The address where a citizen of another country will reside in Russia.
  5. Passport details.
  6. Purpose of the visit.

The foreigner presents the document to a representative of the border control authority. Based on the information provided, namely, data taken from the passport, visa, migrant card, a stamp indicating entry into the Russian Federation is affixed.

A person arriving from another country must present a migrant card to the executive authority to register at the place of stay. After receiving the mark, you must always carry the document with you.

Upon returning to the country of permanent residence, the migrant card is surrendered. The mark can be obtained from representatives of border control points. The document (with a departure mark) is submitted to the migration control authorities.

Migration legislation

The legal status of foreign citizens is determined by the Law of the Republic of Belarus “On the legal status of foreign citizens and stateless persons in the Republic of Belarus”, the Rules for the stay of foreign citizens and stateless persons in the Republic of Belarus and the Visa Rules of the Republic of Belarus.
Registration (temporary stay)

Foreigners who arrived in Belarus, within 5 days (but no later than the validity period of the visa), with the exception of Sundays and official holidays, are required to register with the OGIM at the place of actual temporary stay. Registration (temporary stay) is issued for the duration of the entry visa. To complete documents for registration, you must contact the international department within 3 days from the date of entry.

Required documents:

  • passport and migration card;
  • Receipt of payment.

Deadlines: on the day of submitting documents to the Department of State and Migration.

Temporary residence (“annual registration”)

Foreigners enrolled at the university are granted temporary residence for up to 1 year.

Required documents:

  • passport and migration card;
  • medical insurance policy (except for Turkmenistan, Russia, Ukraine and some other countries); Receipt of payment;
  • a copy of the translation of the passport (the translation is made and notarized in Belarus);
  • a copy of the rental agreement and “Form 15” (in case of registration at the apartment).

Deadlines: 14 days from the date of submission of documents to the OGIM.

Note: In some cases, a temporary stay is required for the period of consideration of documents for temporary residence.

When changing place of residence (even moving to another room within a hostel), a foreigner is required to re-register temporary residence within 5 days.

Entry of foreigners into the Republic of Belarus

The entry of foreigners into Belarus is carried out with an entry visa, which is issued by the Embassy of the Republic of Belarus in the country of residence of the foreigner (in some cases at Minsk Airport). A visa is issued on the basis of an invitation from the university for a period usually not exceeding 30 days.

Deadlines: preparation and approval of the invitation – 10 days; Visa registration at the embassy – 5 days.

Note: To obtain an entry visa, you must submit documents to the embassy at least 5 days in advance. In this case, it is necessary to clarify whether the embassy received the invitation.

Departure of foreigners from the Republic of Belarus

The departure of foreigners from the territory of Belarus is carried out on the basis of exit or exit-entry visas. An exit-entry visa gives the right to return to Belarus during the validity period of this visa. An exit-entry visa is issued to foreigners who have obtained temporary residence for a period of no more than 90 days.

In case of departure for a longer period, departure is carried out with an exit visa and in order to return to Belarus, it is necessary to obtain a study entry visa from the embassy (based on an invitation). An exit visa for foreigners is also issued in case of expulsion from the university, deportation or expulsion.

Required documents:

  • passport and migration card;
  • receipt;

Deadlines: 10 days from the date of submission of documents to the Department of Transportation and Migration (accelerated - 5 days).

Note: Exit-entry visa is issued to foreigners who have no payment arrears during the winter or summer holidays. The departure of foreigners during a semester or session is allowed only for a valid reason, supported by documents, with the written permission of the university administration.

Validity period and possibility of renewal of a migrant card for citizens of Belarus

90 days - the time of official stay of a Belarusian in Russia

The officially established period of stay in Russia for citizens of the Republic of Belarus is 90 days (once every 6 months). The countdown begins from the set mark (date) about crossing the border. To obtain standard registration, you can send the necessary documents by mail.

If you plan to stay in the Russian Federation for a longer period, you will definitely need to visit the FMS department.

After a specified period, the foreigner is required to leave the country (for up to 90 days or more). However, if there are justified reasons (confirmed employment, registration of a permanent residence permit), the duration of stay in the Russian Federation can be extended. The paperwork must be completed in advance, even before the expiration of the current permit.

When do you need to get a migration card?

Migration is mandatory for all foreigners with rare exceptions. As an example, citizens of Belarus do not need it. And if a foreigner came to Russia from Belarus, there is no need to obtain a new migration card; you can use the one that was issued when crossing the border with Belarus.

The absence of a migration card is a serious violation of migration legislation. This will result in a fine of 2,000 to 5,000 rubles and possible deportation.

In some cases, the need for migration raises questions. Let's look at the most common ones about who needs to fill out a migration card and when.

Residents of the LPR and DPR with Ukrainian passports or documents from unrecognized republics must fill out a migration card at the entrance to Russia along with other foreigners.

Citizens of Ukraine living in Crimea also need a migration card. They are required to receive it upon entering Russia.

Citizens of Kazakhstan need to fill out a migration card if they come to the Russian Federation for a period exceeding 30 days, carrying a foreign passport. If they enter with an internal passport, which cannot be stamped, they are required to fill out a migration card, regardless of the duration of their visit.

If a foreigner has a temporary residence permit and residence permit, he will in any case need to fill out a migration card when crossing the border. Sometimes, when applying for a temporary residence permit and temporary residence permit, employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs take the original card for themselves. A migration card is not required for residents of Belarus.
