In 2021, the amount of maternity capital is 453,026 rubles . Families in which a second or subsequent child was born (adopted) since January 1, 2007 can obtain a personalized certificate. The program itself will be valid until at least December 31, 2021 .

From 2021, lump sum payments from maternity capital are no longer provided. In 2021, the maternal (family) capital program (MSC) had the following significant changes:
- A new direction for spending funds has been added - monthly deductions from capital upon the birth of a second child after January 1, 2018 (the right is established by Federal Law No. 418-FZ of December 28, 2017 on monthly payments).

CERTIFICATE AMOUNT
As noted above, the amount of the MSK certificate is 453,026 rubles . The amount of capital has not changed since January 1, 2015, the next indexation will take place only in 2020 , after which the amount of capital will increase to 470,241 rubles (according to the draft characteristics of the PFR budget for 2021 and the planning period 2020-2021).
The decision to freeze maternal capital was justified by the unstable economic situation in the country. Until 2021, indexation was carried out every year by the amount of the predicted inflation rate. As a result, the amount of the certificate established in 2007 (250,000 rubles) increased by more than 80%.
Annual indexation will be resumed from January 1, 2020 . 3.8% and 4% in 2021 and 2021 , respectively. Since these values are noticeably lower than those of previous years, the size of the MSC will increase by smaller amounts.
WHAT CAN YOU SPEND MATERNITY CAPITAL ON IN 2018?
Recipients of a maternity capital certificate can spend its funds in the following areas:
- Improving living conditions:
- purchasing an apartment or house (with or without concluding a mortgage agreement), purchasing a room is also allowed;
- construction or reconstruction of a house.
- Children's education:
- receiving paid educational services for educational programs;
- payment for kindergartens and nurseries, as well as other services for the maintenance, supervision and care of children;
- payment for a hostel during the period of the child’s studies at a university or other educational organization.
- Formation of a mother's funded pension .
- Receiving compensation for goods purchased for the social adaptation of a disabled child .
- Monthly payments for 2 children.
According to the law on maternity capital, you can apply to the Pension Fund for disposal 3 years after the birth of a child in the family, which gives the right to issue a certificate. However, to use MSC in some areas it is not necessary to wait 3 years, among them:
- Repayment of obligations on loans or borrowings for the purchase or construction of housing. Matkapital can be used to pay the down payment, as well as repay the principal and interest on a loan or loan (including a mortgage).
- Payment for preschool education for children.
- Monthly payments to families in which, starting January 1, 2021, a second child was born.
- Purchasing goods for social adaptation in the society of disabled children . The funds are provided as compensation for goods and services already paid for (their list was approved by Government Order No. 831-r dated April 30, 2016).
WILL THERE BE ONE-TIME PAYMENTS OF 25,000 RUBLES?
In 2021 and 2021, the possibility of providing one-time payments from maternity capital was not even considered . One-time payments were introduced to support families during the crisis period, which (as officials have repeatedly stated) is considered completed in 2021. A conditional alternative to one-time payments can be considered monthly payments for the second child in the amount of the child's subsistence minimum. So far, this is the only opportunity to get “real money” from a certificate for maternal capital. A mandatory condition for obtaining social support is that the family’s monthly per capita income should not exceed the subsistence level for the working population in a particular region.
Payment from maternity capital in 2021: amount, documents, how to receive
Although partial payment of maternity capital is not being made in 2021, certificate holders have been provided with additional opportunities for its legal use.
The existing options for using funds have added the opportunity to pay for preschool education for children from 2 months old and receive monthly payments in the amount of the subsistence level for 1.5 years. This applies to low-income categories of citizens (average per capita income is less than 1.5 minimum wages) whose family has a child.
There have always been those who seek to circumvent the rules and take possession of what cannot be obtained by law. Some subsidy recipients believe that since the money belongs to them, it is illegal to cash out maternity capital in cash.
Any manipulations with maternity capital funds aimed at cashing out are criminal in nature and entail sanctions from regulatory authorities.
There are many ways on the Internet to cash a certificate through a company, get a loan, a loan and other schemes for it.
Cooperation with microfinance organizations seems to certificate holders the most harmless way to receive cash. According to employees of these institutions, there is a legal way to obtain cash from maternity capital through microfinance.
This method is also illegal. Participants in the transaction may lose the opportunity to participate in government programs in the future. In addition, they risk being sentenced to imprisonment for aiding in an attempt to use public funds illegally.

It was not so easy for officials to decide to support the population in conditions of the economic crisis and pressure from Europe by introducing new sanctions. However, the Russian government is trying not to forget about vulnerable categories and those in need, for whom it has become even more difficult to get out of the situation and continue to live at a decent level.
Repeated payment from maternity capital was very difficult for legislators in 2021; disputes over the implementation of the program are still raging:
- On March 1, 2021, an anti-crisis plan was signed, valid throughout 2021. Its first sections provide recommendations on who will be the first to receive cash from maternity capital - officials came to a compromise and gave priority to low-income families who are barely making ends meet in 2021.
- At the end of March 2021, it was announced that a second payment to families was expected, and its size would be increased compared to the previous tranche. Preliminary meetings regarding a one-time payment in the amount of 20,000 rubles and 5,000 rubles issued monthly for 1 year, previously offered for those who provide strong evidence for receiving assistance, were put aside.
- By April 19, it was precisely determined what format maternity capital benefits would take in 2021. 25,000 rubles will be given to all families that meet the law, regardless of the income of each family member.
- In April, the bill went through numerous review sessions and was eventually submitted to the Duma for a vote. On May 3, this fact was published on the official website.
- At the beginning of June, the law was approved by State Duma deputies, making 2 amendments; later it was agreed upon with the upper house of parliament and went to the president for signing. According to the amendments, the bill begins to take effect after official publication, as soon as the decisive signature of the President of Russia appears. The exact time frame for which the Pension Fund will complete the preparatory work before implementing the program in real life has not yet been announced.
In 2021, whoever quickly understands the possibility of receiving money from maternity capital will take their 25,000 rubles. The application deadline for 2021 has been shortened to the maximum:
- Pension Fund employees began accepting applications to receive money from the state on July 1;
- repeated payment may be scheduled until November 30 of the current year.
It is not difficult to calculate that in total, only 5 months are given for processing information and accepting applications; previous assistance from maternity capital was allowed to be issued within 11 months after the decision was made.
In 2021, it is planned to simultaneously submit an application for a maternity capital certificate and draw up an application for a lump sum payment.

The anti-crisis program initially saw the world in 2015. As in 2021, the goal pursued by the government is to improve the well-being of families raising two or more children. You could also receive 20,000 rubles in cash or withdrawn from a bank card.
Families in respect of which several important conditions are met can apply for payment from maternity capital:
- Parents are raising 2 small, minor children at once.
- It was allowed to apply for and receive state assistance until January 1, 2021.
- Adults, like children, must be registered in the country and be citizens of Russia.
- If before this time the family has chosen the entire amount indicated in the maternity capital certificate, it can no longer apply for additional benefits.
Reviewing the program, officials made some clarifications:
- in accordance with the order of the Russian government, in order to receive money, it is not necessary to wait until the second child turns 3 years old;
- if in 2021 there is an amount on the certificate balance that is less than 20,000 rubles, it can be transferred to a bank account as a balance;
- money is not issued if all maternity capital has already been spent.
The procedure for drawing up and submitting an application for the allocation of money from the state budget has not changed significantly. Parents were asked to come to the territorial office of the Pension Fund and write a statement by hand; a sample was provided by government employees. Of course, one application is not enough; the right to money had to be supported by the appropriate package of documents:
- passport confirming the identity of the applicant;
- SNILS;
- a certificate giving the right to receive maternity capital if there are 2 or more children in the family;
- a certificate containing details and information about a bank account previously opened by an individual in one of the banking institutions.
Please pay attention to filling out a certificate with account details; in some financial institutions this service costs money by default. But still, in most cases, it does not cost anything, however, the form that bank employees offer is very different from the format for drawing up paper for the Pension Fund.
To avoid having to turn to bank employees for help again, discuss in advance what details must be indicated on the reporting form:
- full name of the bank where the bank account is opened;
- legal address, location of the organization;
- BIC;
- checkpoint;
- TIN;
- finally, the personal account itself.
It is not permitted to use an open account at any time; an account for the transfer of maternity capital in 2021 is opened separately and serves only for this purpose. After transferring funds to your account, you can use the money as you wish - leave it on the card for a while or withdraw it completely. There is also the option of cashing directly at a bank branch.
LAST CHANGES
Over the past year, several changes have been added to the maternity capital program:
- A new direction for using capital has emerged - monthly payments for the second child born after January 1, 2021 (inclusive). This social support measure does not apply to adopted children. Payments in the amount of the child's subsistence minimum are provided to parents until the child reaches 1.5 years of age .

- Amendments were made to the federal law on maternal capital dated December 5, 2017 No. 372-FZ, thanks to which single fathers and adoptive parents from Crimea and Sevastopol (if the child’s mother died between January 1, 2007 and March 18, 2014) will be able to realize your right to capital.
Also, for families in which a second and (or) subsequent child was born from January 1, 2021 a preferential mortgage at a rate of 6% per annum or even lower (at the discretion of the bank). Although this innovation is not directly related to the MSC program, it is significant support for families with children.
Two words about payment
For many years now, the country has been running a state program to help families with children - maternity capital. Mat capital is understood as a measure of state support for families in which a second or subsequent child was born. As part of this program, the state allocates funds for certain targeted expenses, for example, to improve housing conditions or educate children.
Only parents (adoptive parents) of children who are citizens of the Russian Federation have the right to maternity capital. Moreover, their child must also be a citizen of Russia (Part 1, Article 3 of Federal Law No. 256-FZ of December 29, 2006). Foreign citizens do not have the right to mat capital.
Before we tell you whether mat capital will be indexed in 2021, let us remind you what it can be spent on. In 2018, unlike the previous year, the number of possible options for spending funds has been increased. Now maternity capital can be spent for the following purposes (Part 3, Article 7 of the Federal Law of December 29, 2006 No. 256-FZ, Articles 2, 4 of the Federal Law of July 28, 2010 No. 241-FZ):
- improvement of housing conditions (including repayment of mortgages and loans);
- children's education;
- increase in the funded part of the pension;

MATERNITY CAPITAL IN 2021
In 2021, the amount of maternity capital will remain the same - 453,026 rubles , and no new areas of use will be added.
However, some changes will still occur:
- In the fall of 2021, bill No. 517377-7 will be considered, according to which the period for making a decision on an application for the issuance of maternity capital will be reduced from 1 month to 15 days .
- From January 1, 2021, maternity capital funds can be legally used to build a house on a garden plot of land (dacha plot), provided that such housing is not a garden house or outbuilding. The corresponding law No. 217-FZ dated July 29, 2017 will come into force on January 1, 2019.
