How to obtain a Russian registration for a resident of the DPR?

Another important issue is related to registration after obtaining citizenship in the Russian Federation. After a person has become a citizen of the Russian Federation and received a passport, he must register. It is registration that “ties” a citizen of the Russian Federation to a certain region, from whose budget funds are allocated for benefits, pensions, etc.

Currently, there is no fine for lack of registration for residents of the DPR.

However, there are two types of registration:

1. Permanent – ​​at the place of residence (indicated in the passport);

2. Temporary – at the place of stay (separate sheet).

Mandatory registration of vehicles is carried out subject to:

  1. submitting an application and providing the necessary documents;
  2. carrying out an inspection of the vehicle by an authorized employee of the MREO division of the State Traffic Inspectorate of the Ministry of Internal Affairs of the DPR;
  3. expert research by an expert from the ECC of the Ministry of Internal Affairs of the DPR (if an employee of the MREO unit of the State Traffic Inspectorate of the Ministry of Internal Affairs of the DPR has doubts about the authenticity of documents and (or) identification numbers of the vehicle components) in order to establish the authenticity of the identification numbers of the vehicle components;
  4. establishing compliance of the vehicle design with the mandatory requirements of the current legislation of the DPR;
  5. payment for services, mandatory payments for inspection, examination (if it is carried out) and registration for mandatory registration in an amount corresponding to the state registration of a vehicle approved by the Council of Ministers of the DPR.

When registering, MREO experts check the car for the presence of it or its parts in the stolen car databases. In case of suspicion of theft, representatives of the MREO will contact the internal affairs authorities.

According to clause 3.1. Compulsory vehicle registration begins on July 4, 2016.

Legal entities are required to register a vehicle before December 31, 2016.

Registration is carried out: even years of issue - in 2021, odd years of issue - in 2021. If the car was released in an even year (that is, it needs to be registered in 2021) and it was registered in Ukraine between January and July of an even year, it must be registered in the DPR within 2 months after the publication of the order (that is, before September 22 2021).

The maximum validity period of a vehicle registration certificate in the DPR is 5 years.

  • MREO for servicing the city of Torez, Shakhtersk, and the Shakhtersk district - Shakhtersk, st. Lenina, 83.
  • MREO for servicing the cities of Debaltsevo, Enakievo, Zhdanovka and Kirovskoye - Enakievo, Gornyakov Ave., 55.
  • MREO for maintenance of the city of Gorlovka - Gorlovka, st. Gorlovka division, 55.

In turn, on August 1, Law No. 1389-VIII “On amendments to subsection 5 of section XX “Transitional provisions” of the Tax Code regarding stimulation of the market for used vehicles” came into force in Ukraine.

The law states that excise tax rates on used cars will be reduced until December 31, 2021. At the same time, there is an exhaustive list of cases when rates do not apply:

  1. Have origin from a country recognized as an occupying state under the law of Ukraine and / or recognized as an aggressor state in relation to Ukraine in accordance with the law, or are imported from the territory of such an occupying state (aggressor) and / or from the occupied territory of Ukraine, defined as such according to the law of Ukraine;
  2. Manufactured before January 1, 2010;
  3. Imported into the customs territory of Ukraine by a person for his own use or for the benefit of other persons under contracts of sale, exchange, delivery, donation, commission, assignment, guarantee, other economic and civil law contracts or by court decision in the amount of more than one passenger car per during the calendar year.

In case of alienation within 365 days from the date of registration of vehicles, upon import of which the excise tax rates established by the Law were applied, the taxpayer is obliged to pay excise tax for such vehicles at the rates established by Article 215 of the Tax Code.
