Compatriots living abroad have the right to participate in the state program of the Russian Federation for the resettlement of compatriots living abroad, regardless of their nationality.

To participate in the program, you must personally contact and submit an application to the representative office of the Federal Migration Service of Russia, or to one of the Russian consular offices. Compatriots who are foreign citizens permanently or temporarily residing in the territory of Russia (have a temporary residence permit) have the right to submit an application for participation in the State program on the territory of the Russian Federation.

Compatriots permanently residing on the territory of Ukraine to apply for participation in the program for resettlement of compatriots can contact the following authorized bodies in Ukraine:

Today, the following regions of Russia participate in the state program for the resettlement of compatriots: Bryansk, Voronezh, Kaluga, Kostroma, Kursk, Lipetsk, Smolensk, Tambov, Tver, Tula, Yaroslavl, Arkhangelsk, Kaliningrad, Murmansk, Novgorod, Pskov, Volgograd, Nizhny Novgorod, Orenburg , Penza, Samara, Saratov, Ulyanovsk, Kurgan, Sverdlovsk, Tyumen, Chelyabinsk, Irkutsk, Kemerovo, Novosibirsk, Omsk, Amur, Magadan and Sakhalin regions, Altai, Transbaikal, Krasnoyarsk, Kamchatka, Primorsky, Khabarovsk territories. The Republic of Karelia, Mari El, Mordovia, Chuvashia, Buryatia, Yamalo-Nenets and Khanty-Mansi Autonomous Okrug, Nenets Autonomous Okrug, as well as the Jewish Autonomous Region.

To participate in the resettlement program for compatriots, you must provide the following documents: an application completed in Russian; copies of identification documents of the applicant and his family members included in the application; copies of documents on the marital status of the applicant and his family members with the presentation of the originals of these documents; 2 photographs 35x45mm with a clear image of the face strictly from the front without a headdress; copies of documents on education, professional training, work experience, academic degree, as well as information characterizing the personality of the applicant and his family members, his professional skills and abilities.

When submitting an application to participate in the resettlement program for compatriots, the applicant provides documents confirming the right to permanent or temporary residence in Russia.

Documents drawn up in a foreign language are submitted with a translation into Russian. The accuracy of the translation and the authenticity of the translator's signature must be certified by a notary.

The final result of consideration of a compatriot’s candidacy is a decision to issue (refuse to issue) a compatriot with a certificate of participation in the State Program for the Resettlement of Compatriots by the territorial body of the Federal Migration Service of Russia, which is made taking into account the decision of the authorized body for the implementation of the program in a given region and after carrying out appropriate verification activities by the interested territorial authorities bodies of the Federal executive authorities.

The issuance of a certificate of participant in the program for the resettlement of compatriots, taking into account the completion of all necessary procedures, is carried out within a period not exceeding 60 calendar days from the date of submission of the application and the completed documents attached to it.

Simultaneously with submitting documents to participate in the resettlement program for compatriots, you can also submit an application and the necessary documents to obtain a temporary residence permit. It is also possible to obtain a temporary residence permit on the territory of Russia by submitting an appropriate application to the territorial body of the Federal Migration Service of Russia in the region chosen for relocation.

Program participants and members of their families, depending on the chosen territory of settlement, are entitled to the following financial payments: compensation for expenses for moving to their future place of residence, including payment for travel and transportation of personal belongings, compensation for payment of consular fees and fees to reimburse actual expenses related to obtaining a visa and accepting an application for a temporary residence permit; compensation for the cost of paying state fees for processing documents determining the status of migrants on the territory of the Russian Federation; monthly allowance in the absence of income from labor, entrepreneurial and other activities in the period before acquiring Russian citizenship (but not more than 6 months); allowance for the arrangement of “lifting”.

Participants in the resettlement program for compatriots are provided with assistance in housing arrangement based on the rules established by regional resettlement programs; in particular, in a number of regions, they are given the opportunity to live in temporary accommodation centers, dormitories, and in the premises of mobile funds, and compensation is paid for rental housing.

In addition, program participants have the right to receive a temporary residence permit outside of quotas, a residence permit, and the wife can acquire Russian citizenship in a simplified manner.

In accordance with the State Program for the Resettlement of Compatriots, there are two categories of territories to which program participants and members of their families can move: territories of priority settlement and territories not related to priority settlement. The right to receive “lifting allowances” is granted for any of the specified categories of occupancy. However, the amount of benefits differs depending on the category of settlement territory.

In the territory of priority settlement (Republic of Buryatia, Trans-Baikal, Kamchatka, Primorsky, Khabarovsk Territories, Amur, Irkutsk, Magadan, Sakhalin Regions and the Jewish Autonomous Region), the amount of the settlement allowance (“lifting allowance”) is paid in two stages - immediately after arrival and placement registration at the place of stay or registration at the place of residence, as well as after 6 months from the date of registration at the place of stay.

Participants in the program for the resettlement of compatriots who live in the territory partially related to the territory of priority settlement are paid an allowance in the following amounts: 50 thousand rubles. program participant and 25 thousand rubles. family members; at the second stage 30 thousand rubles. participant and 15 thousand rubles. members of his family.

Program participants and (or) members of their families moving to the Russian Federation in resettlement territories not related to priority settlement territories, as well as those already legally residing in these territories, are paid a lump sum benefit in the following amounts:

Where to go to become a participant in the Program

To submit documents for participation in the Compatriots Resettlement Program and receive advice on issues related to obtaining Russian citizenship, citizens of Ukraine need to contact the authorized authorities depending on their location at the time of application:

  • If a potential participant in the program does not live in Russia, he must visit the Russian authorized body involved in the implementation of the Program and located in the country of permanent residence of the citizen: a representative office (or individual representatives) of the Main Directorate for Migration of the Ministry of Internal Affairs outside Russia;
  • consular offices of the Russian Federation in foreign countries;
  • temporary groups in the consular departments of diplomatic missions of the Russian Federation outside Russia, implementing the State Program.
  • If a potential participant in the Program is in Russia on a temporary or permanent basis (has a temporary residence permit, residence permit or has received temporary asylum), he must submit documents to the local branch of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia in the region participating in the implementation of the Program.
  • The migration service employee who accepted the set of documents is required to issue a certificate indicating the period for consideration of the application. No more than 3 months must pass from the date of issue of the certificate until the Program participant receives the appropriate certificate. However, the period is usually 2 months, and it is extended if it is impossible to establish the identity of the applicant or a member of his family.
