There will be no abolition of pensions in 2021, but this issue remains relevant, because since 2015 the Ministry of Finance (hereinafter referred to as the Ministry of Finance) has been discussing a new bill. It affected the rights of working older people, namely those who:
- has an annual income from work in excess of 1 million rubles;
- receives a monthly income of 2.5 salaries, that is, the average income is from 22 thousand.
Let us highlight the main reasons for the government’s consideration of the bill on the abolition of pension payments among the working population:
- the desire to save budget funds from 2017-2019 - the state will reduce the amount of expenses by 180 billion rubles;
- maintaining the calculation base for indexing in 2021;
- economic crisis throughout the country.
Currently, the draft law has not entered into legal force, since 75% of the votes are against this innovation. Therefore, the abolition of pensions for working citizens of retirement age has not been introduced. Consideration of the bill has been postponed until at least mid-2021. In accordance with Article 26 of the International Labor Organization Convention, the Government does not have the right to deprive working pensioners of the opportunity to receive social benefits, regardless of current income. Consequently, the new bill contradicts higher legislation.

According to the draft law, they want to increase the age to 60 years among the female population and 65 among the male population. Analysis of proposed innovations
An actively promoted new way to save money for working retirees raises many questions, but is not as dangerous as it is made out to be. Two important points deserve attention:
- The Federal Law on the abolition of pensions under consideration contains an initiative regarding a separate category of working pensioners. Innovations can only affect those individuals whose total annual earnings are over 1 million rubles. And according to the latest data - 1.2 million rubles. That is, such pensioners must receive a salary of over 80 thousand rubles per month. These include about 220 thousand citizens, that is, less than 1% of the total. The press disseminated information about the proposal of the Minister of Labor to abolish pensions for working pensioners whose monthly income exceeds 2.5 times the minimum subsistence level in the region (range from 1 to 8 thousand rubles). This proposal did not advance beyond a short discussion.
- The decision not to pay pensions to working pensioners can be of an exclusively temporary nature and must be abolished if:

To date, the Russian government has not yet abandoned its obligation to pay a fixed part of the state benefit.
Despite the fact that the Ministry of Finance proposed not to pay pensions to working pensioners, or rather a separate part of them, there is no reason to cry. At least until summer comes. The initiative is expected to come into force on July 1, 2021.

The proposed option of not paying pensions to working pensioners, or more accurately, to a certain part of them, is nothing more than a way to find a compromise solution to maintain financial stability in conditions of stagnation.
Legislative initiators continue to propose adjustments to registered projects. Time will tell to what extent they can be supported by the majority.
