Several years ago, finding a job in Uzbekistan was difficult not only for recent graduates of local universities, but also for qualified specialists with solid experience in a particular industry. Today, the labor market of Uzbekistan is actively developing, and even citizens of prosperous countries strive to find permanent work in this state.

Statistics
Two years ago, the country's authorities took care of creating additional jobs. The result was not long in coming, and today the unemployment rate in Uzbekistan is only about 5 percent. More attention is paid to the employment of specialists in rural areas.
Today, according to statistics, more than seventy percent of jobs are created in villages and villages.
Work in an Uzbek village
Not only in the capital, but also in other large cities of this ancient country, the employment situation is gradually improving. Even a young specialist, a recent university graduate, can find a well-paid job.
Job search
As in many other countries, there are several ways to become an employee of a particular company:
- With the help of the labor exchange.
- Using newspaper advertisements.
- With the help of a “job fair” (relevant for students completing their studies at a university).
There are many alternative methods. Unfortunately, often an Uzbek employer, when choosing between a candidate “from the street” and his acquaintance, gives preference to the latter.
Also in Uzbekistan, a new information system designed to search for suitable vacancies is in demand. Thanks to the latest system, a person in need of permanent work will be able to obtain all the necessary information.
A potential employer will also be able to post information about searching for new employees. This system will further clarify the picture on the labor market, against the background of which the state will be able to promote the employment of those citizens who especially need help.

Today, representatives of the following fields of activity can successfully find a job in one of the cities of Uzbekistan:

Information for foreign citizens
Since 2011, a new procedure for hiring foreigners has been in effect in Uzbekistan.
According to the new law, a potential employer can obtain appropriate permission only from the Ministry of Labor and Social Protection of the Population.
A foreign person wishing to find employment in Uzbekistan, after detailed consultation at the embassy, undertakes to submit the following documents:
- diploma;
- national passport (high-quality photocopy);
- letter from a representative of the territorial body;
- valid permit (high-quality photocopy);
- confirmation payment receipt;
- 2 high-quality photographs 3 by 4 centimeters.
If a foreign person is already on the territory of Uzbekistan and has a work permit, then the package of documents can be accepted only if he has an “E” work visa.
Example of a work visa to Uzbekistan
This document can be replaced with an “S-3” service visa or a “B” business visa of the Republic of Uzbekistan.
Documents are reviewed within 30 working days from the date of their submission.
What needs to be done to obtain a work visa?
Occupying a promising vacancy in a company operating in Uzbekistan requires registration of the relevant papers back in Russia, at the Moscow embassy or any consulate.
First of all, a Russian needs to receive an invitation to work abroad from a licensed company. This is followed by the submission of copies of permits from the enterprise itself to hire foreign citizens and confirmation of the possibility of paying for their labor (registration, relevant certificates, bank statements, etc.).
This is followed by the issuance of confirmation of the right to work in Uzbekistan. To complete this paper, the applicant is required to provide a copy of his passport, employment contract, certificate of absence of HIV infection, etc. Verification of all submitted papers takes thirty days from the date of application, and the validity period cannot exceed one year.
Separately, it is worth noting that if an Uzbek enterprise is interested in inviting a group of specialists to work abroad, then documents can be submitted to the consulate for several people at once. This simplifies the procedure for checking the veracity of the provided data and speeds up the work of employees of the Ministry of Foreign Affairs of Uzbekistan.
The final stage of obtaining a work visa involves obtaining temporary registration by a foreign citizen in Uzbekistan within 3 days after crossing the border. Confirmation of the employee’s place of residence for the entire period of stay in the country can be an extract from a hotel or a rental agreement for residential premises.
For Russian citizens, occupying a promising vacancy in one of the large companies of Uzbekistan is quite possible. To do this, it is necessary to have information in the field of migration law of the Republic and, on its basis, submit the necessary documents in a timely manner or use the services of a lawyer, which will save the applicant’s time and money.
Information for entrepreneurs
Over the past few years, several events have been carried out in Uzbekistan that actively promote the development of small businesses in the country. Considering that entrepreneurship is one of the main levers for the growth of the state’s economy, the authorities decided to actively support both “seasoned” and novice entrepreneurs.
What business is in demand?
Every aspiring entrepreneur who has initial capital in hand can obtain permission to open their own business. Today, individual entrepreneurship is thriving in Uzbekistan, which involves investing one’s own property and money.
Small business in Uzbekistan
In addition, a potential entrepreneur may not be puzzled about creating a number of jobs.
Business with other individuals can be conducted in the following forms:
- Farming (dekhkan).
- Partnership (regular).
- Family business.
The head of the enterprise can be either the owner himself or a person appointed by him. It is important to take into account that, according to Uzbek legislation, there are some restrictions on hiring foreigners. In order for the restriction to be lifted, the head of the enterprise undertakes to obtain permission to work in the state.
What documents are needed
A potential entrepreneur undertakes to collect a package of documents, including:
- civil passport (relevant for an individual);
- charter of the enterprise;
- memorandum of association.
Notary certificate in Uzbekistan
Each document is certified by a notary. This is a fairly democratic procedure that does not take much time.
Also, the hypothetical entrepreneur undertakes to take care of registering his enterprise. The registration procedure is carried out by employees of the special inspection. To do this, an aspiring entrepreneur must contact the district khokimiyat. The registration procedure takes no more than three working days.

Entrepreneurs have the best chance of opening their own business and thoroughly “expanding” in the ancient capital of Uzbekistan.
The most popular business ideas include:
- Catering (there are not many cafes and bars in Uzbekistan).
- Car service.
- Educational centers for children and adults.
- Agritourism.
You can also open a private kindergarten. Due to specific reasons, there are no such huge queues for kindergarten as in Russia, but representatives of the middle class will prefer a private institution to a public one.
Regulatory regulation of the employment of foreign citizens
The stay of citizens of another state in our country must be legal, so arrange for their employment strictly within the framework of the law.
Employment of foreign citizens is regulated by:
- Labor Code;
- Regulations on the procedure for attracting and using foreign labor in the Republic of Uzbekistan, approved by the RCM No. dated March 25, 2019 (hereinafter referred to as the Regulations);
- Presidential Decree No. PP- “On measures to create favorable conditions for the implementation of labor activities in the territory of the Republic of Uzbekistan by qualified specialists from foreign countries” dated November 7, 2018.
Foreign labor can be attracted by:
- legal entities operating on the territory of the republic;
- citizens of Uzbekistan;
- individual entrepreneurs;
- foreign individuals permanently residing in the territory of the republic, including their legal representatives.
A foreign citizen can be hired only if he has a permit and confirmation of the right to work, issued by the Agency for External Labor Migration under the Ministry of Employment and Labor Relations (hereinafter referred to as the Agency).
The permit gives the employer the right to attract foreign labor, and the confirmation gives the foreigner the right to work in Uzbekistan legally. The burden of obtaining these documents falls on the shoulders of the employer. To apply for them, follow the instructions below.
Attention: To employ foreign citizens who have received a residence permit in Uzbekistan, it is not necessary to obtain permission or confirmation. Formulate labor relations with them in the general manner. Also, the requirements of the Regulations do not apply to certain categories of foreign citizens (their list is).
